Fort Baxter

    Jerry Martinez

Voiced by: Felix Solis

Victor Vance's commanding officer at Fort Baxter until Vic gets dishonorably discharged for bringing a prostitute on the base as well as stashing drugs in his barracks, both under Jerry's orders.


  • Almighty Janitor: Seems to have a lot more pull than your average Army sergeant.
  • Artistic License – Military: Lance claims that Martinez is manning a Hunter helicopter in "From Zero to Hero". In real life, only Warrant Officers are authorized to use an attack helicopter like an Apache (the Hunter's real life counterpart).
  • Berserk Button: Don't call him an asshole.
  • Big Bad: Of Vice City Stories.
  • Big Bad Ensemble: With the Mendez Brothers.
  • Chronic Backstabbing Disorder: He competes with Dimitri Rascalov for being one of the most untrustworthy characters in the series.
  • Conflict Killer: His turning state's evidence briefly serves as one for the Mendez Brothers and Vic and Lance.
  • The Corrupter: Vic starts out as an honest soldier only trying to provide for his family before Martinez drags him into his web of corruption and gets him discharged from the military. Thus, he can be considered responsible for Vic's turn to crime.
  • Expy: An incredibly sociopathic, sadistic, corrupt official who appears in the game's first mission, establishing himself as the scum that he really is, and striving to make the protagonist's life as difficult as possible. Are we talking about Jerry Martinez or Frank Tenpenny?
  • Face–Heel Turn: Of course he was never a Face to begin with.
  • Faux Affably Evil: At first, he's polite to Victor, albeit in a very smug, passive-aggressive way. As the game goes on, he sheds the affable act and reveals himself to be a cold-hearted psychopath.
  • Hate Sink: He's easily one of the most despicable antagonists in the entire series being nothing more than a sociopathic, manipulative, backstabbing Jerkass and Smug Snake with no likable qualities whatsoever.
  • Hookers and Blow: Despite being a Sergeant in the Army, Martinez does not take his position seriously preferring to spend his time getting involved in drug dealing, soliciting prostitutes and watching Candy Suxx animal porn.
  • I Shall Taunt You: After his betrayal he frequently sends mocking and threatening messages to Vic through his pager over the course of the game including one where he brags about beating and raping Vic's girlfriend Louise.
  • Jerkass: From his first appearance he's a complete and total douchebag and he only gets worse after he betrays Vic.
  • Manipulative Bastard: Uses Vic's need for money to provide for his family to manipulate him into doing dubious jobs for him and then discards him once he has no further use for him.
  • Revenge by Proxy: Does this when he kidnaps Louise to get to Vic.
  • Surrounded by Idiots: During The Mugshot Longshot mission accusing them of not doing their jobs properly.
  • The Sociopath: Despite coming across as a buffoonish clown most of the time, he proves himself to be a remorseless psychopath when he violently beats and rapes Louise and gleefully taunts Vic about it afterwards.
  • Surprisingly Realistic Outcome: His unauthorized usage of an attack helicopter to take out Vic and Lance is likely the reason as to why he resorted to witness protection rather than stay at Fort Baxter Air Base as the higher ups likely declared him a wanted fugitive for his antics.
  • Vile Villain, Saccharine Show: Even in a crime-filled city with pleasant exterior like Vice City, Jerry is one of the most nefarious and loathsome villains you'd ever met.
  • You Have Outlived Your Usefulness: To both Vic and Phil after they've done their previous job for him to steal a truckload of firearms.

Vance Family

    Aunt Enid 
The aunt of the Vance brothers. She was the one who raised them as their mother.
  • Cool Aunt: She treats the brothers like her own children, causing them to think fondly of her.
  • The Ghost: She is only mentioned and occasionally sends several pager messages to Vic during the first part of the game.
  • Happily Adopted: She adopted and raised the Vance brothers after their own mother was unable to raise them. Lance also speaks fondly of her when he argues with his estranged mother.
  • Ship Tease: When she finds out about Vic's relationship with Louise, she tells him to not spend all of his money on her.

    Janet Vance 

Voiced by: Lynda Ashe

The estranged mother of the Vance brothers who was unable to raise them due to her drug addiction.


  • Abusive Parents: She is a crackhead who neglected her children, which eventually led to them living with their aunt, Enid.
  • Age-Gap Romance: She dates a man named Javier, who appears to be decades younger than her.
  • Blatant Lies: She claims that she will never take drugs again, only to end up stealing all of her sons' stash of cocaine that they intend to sell.
  • Parental Neglect: Due to her drug addiction, she neglected her own children during their childhood.
  • Small Role, Big Impact: She disappears after stealing all of the cocaine that Vic and Lance attempted to sell, igniting the second part of the game.

    Pete Vance 
Victor and Lance's asthmatic younger brother.
  • The Ghost: He is only mentioned several times during the storyline.
  • Small Role, Big Impact: His asthma is the sole reason Vic decided to join the army to raise money for his treatment.
  • Sole Survivor: He is the only surviving Vance brother after Vic and Lance's deaths.

Trailer Park Mafia

    Marty Jay Williams

Louise's abusive husband and leader of the Trailer Park Mafia.


  • Abusive Parents: In addition to his abuse on Louise, Marty even threatens to beat down on their baby daughter!
  • The Alcoholic: When he's not abusing his wife, Marty spends most of his free time drinking with his buddies.
  • Asshole Victim: No one would miss him after he gets gunned down by Vic in the beginning of the story, thus weakening the Trailer Park Mafia.
  • Bald of Evil: The "evil" part comes mostly from his abusive ways.
  • Big Bad Wannabe: Marty is the leader of a small time gang and thinks he's a threat to Victor and his relationship with Louise. While he wouldn't be out of place as an antagonist in a story revolving around domestic abuse, Marty is a small fish in a big pond, as Victor gets involved with more powerful and influential criminals. Being one of the early antagonists dealt with in the game, doesn't help.
  • Domestic Abuse: He's verbally and physically abusive towards Louise.
  • Hate Sink: His whole character revolves around how much of an abusive prick he is to make killing him in the beginning all the more satisfying.
  • Jerkass: He's an unpleasant redneck with no redeeming traits at all.
  • Lean and Mean: Very slender and extremely unpleasant at the same time.
  • Obviously Evil: His abuse on his wife doesn't have a single lick of subtlety.
  • Starter Villain: He gives Vic missions early on; however, when Marty kidnaps Louise to whore her out in his brothel, Vic kills Marty.
  • Would Hit a Girl: Marty never hides his abuse on Louise and even threatens to beat her sister as well.
  • Would Hurt a Child: He flat-out states he would beat on his infant child just for Louise using her as an excuse to not clean up. One could only imagine the traumatic abuse Mary-Beth would go through in childhood had Marty stayed and lived.

Mendez Cartel

    The Mendez Brothers

The Mendez brothers are Vice City's biggest drug cartel in 1984 consisting of Armando and his brother Diego Mendez.


  • Ax-Crazy: Armando Mendez becomes completely unhinged in his final confrontation with Vic. He brutally kills Louise, and tries to burn Vic to death with a flamethrower while shouting comments like: "I want his head!"
  • Big Bad Ensemble: With Jerry Martinez.
  • Bullying a Dragon: They really should not have kidnapped and murdered Louise. It ends with Vic killing both of them and wiping out their entire empire.
  • Bilingual Bonus: Diego speaks exclusively in Spanish. To the point that when Vic interacts with him, he calls Armando to speak for him as Diego doesn't speak English.
  • Faux Affably Evil: Armando makes a big show of acting friendly, but it doesn't fool anybody.
  • Jerkass: Diego is rather harsh in his interactions with Vic. Armando is more charming, but he's still rotten to the core.
  • Manipulative Bastard: The pair force Vic to do their dirty work for them under threat of death. At one point, after the DEA has busted the Mendez’s coke, Armando happily informs Vic that he told the police the coke belonged to him, forcing Victor to dispose of the drugs or be arrested.
  • Red Oni, Blue Oni: Armando is upbeat and cheerful while Diego is more reserved.
  • Sibling Team: A pair of twin brothers that run the most powerful drug cartel in Vice City together.
  • Vile Villain, Saccharine Show: In a glamorous setting like Vice City, the brothers stand out for their viciousness.
  • Villainous Breakdown: In the final confrontation, Armando dispenses with the affable act and is determined to kill Vic by any means necessary.
  • Would Hit a Girl: Armando kidnaps and kills Vic's love interest, Louise, to get back at Vic.
  • You Have Outlived Your Usefulness: They pull this on Vic and Lance by trying to force them to hand over all their businesses and leave town, and trying to have them killed when they refuse. Lance even lampshades this.

Other Characters

    Mary-Jo Cassidy 

Voiced by: Cathy Trien

Phil and Louise's elder sister.


  • Attention Whore: She is desperate for attention from anyone because she envies her sister Louise.
  • Hopeless Suitor: She tries to flirt with Vic when he visits her house with the intention to meet Louise, only to be ignored.
  • Parental Substitute: She is implied to be Mary-Beth's guardian after Louise's death.

    Bryan Forbes 

Voiced by: Daniel Oreskes

An insider who employs Victor and Lance about the incoming drug shipments to the city. He turns out to be an undercover DEA agent.


  • Can't Kill You, Still Need You: Lance wanted Forbes alive so he would be able to give them the correct information about the drug shipments, however, he was already killed by Vic for tricking them twice and attempting to escape.
  • Cool Car: He drives a Stinger, which is also a Shout-Out to Miami Vice.
  • Dirty Coward: After he gets exposed, he attempts to flee in a car loaded with money in its trunk.
  • Expy: He is pretty much an evil version of Sonny Crockett.
  • The Mole: He is an undercover DEA agent.
  • Lured into a Trap: He tricks Vic and Lance twice by giving them false information regarding the incoming drug shipments so they would fall into their deaths and he would be able to escape.
  • Undercover Cop Reveal: Lance exposes him as an undercover DEA agent.

    Phil Collins

Yes, that Phil Collins. An international music sensation, Phil's been in a spot of trouble lately, as his incompetent manager has borrowed an enormous sum of money from a powerful criminal. Victor is contacted to be a bodyguard to the star, and does so for several missions.


  • Ascended Fanboy: As noted on his creator page, Phil is a huge fan of gaming, Grand Theft Auto in particular.
  • Celebrity Cameo: Obviously. He appears as the subject of several escort missions.
  • Escort Mission: In all of the missions that involve Phil Collins, Victor must protect him from being assassinated by the Forellis.
    • In Kill Phil, Victor must protect him from Forelli hitmen not long after he arrived in Vice City.
    • In Kill Phil: Part 2, Victor must clear the stadium from Forelli hitmen before he arrives there.
    • In In the Air Tonight, Victor must prevent the Forelli hitmen from sabogating the lighting rigs during his concert.

    Barry Mickelthwaite 

Voiced by: Timothy Spall

Phil Collins' talent manager.


  • Mob Debt: He borrowed $3 million from Giorgio Forelli, a Forelli capo. He fears that Phil Collins will be assassinated if he does not pay the money back.
  • Talking Animal: Before becoming the manager for Phil Collins, he previously managed a talking dog named Puddles.
