After Instrumentality, Shinji wanted a world where he was loved by everyone and not expected to save it. So, he became Uncle Grandpa. Mr. Gus is an amalgamation of Rei and the Evas, seeing as how Mr. Gus is deadpan half the time, and is very strong.
Shinji wanted to get rid of the negative elements, so when remaking Asuka, he got rid of her Tsundere personality and made her Pizza Steve. Despite being much friendlier, he still kept her narcissism so he could still recognize her.
Belly Bag and Giant Realistic Flying Tiger are his creations, as is everyone else in the world.
As for the rest of the Neon Geneis Evangelion characters, Shinji allowed them to die because they had no place in his utopia world.
1. She was a young girl who Uncle Grandpa failed to help, so she took it upon herself to get revenge on Uncle Grandpa
- The episode says this is the way it happened. She was an overachieving student named Priscilla who wanted Uncle Grandpa's help with her science project, but he instead took her on one of his "pointless adventures", resulting in her only making 2nd place. So she decided to try and take his job based on that.
2. She comes from an alternate universe and, with no way to get back, decides to take over for Uncle Grandpa, believing "there can be only one"

She is a government agent, since the US government could see Uncle Grandpa's help towards kids as obstructive towards civil order (or Uncle Grandpa's abilities threaten the New World Order plot), so they have an MI6 agent pose as a female version of Uncle Grandpa, an idea the president got from watching Adventure Time.

4. She is jealous of Uncle Grandpa, and wants to replace him and hog all the love and fame.

5. She is a reptilian, and subtle commentary on conspiracy theorists.

Uncle Grandpa isn't that popular compared to other shows to make it better, so they are combining it with a good show in hope to boost ratings.
Maybe that's how he met Gus.

They're both reality warpers from a dimension of weirdness. When Bill destroyed this dimension, this left Uncle Grandpa and his pals no choice but to travel around the world in their RV, spreading weirdness in their path (like what Bill tried to do, but using the power of weird for good instead of evil).
I mean how else can you explain the guy being everyone's uncle AND grandpa?
