The Attacked Mystification Police (A.M.P.)

    Katsumi Liqueur
Voiced by: Naoko Matsui (JP), Iona Morris (EN, movie 1, Streamline), Nicole Oliver (EN, movies and TV series, Ocean)
https://static.tvtropes.org/pmwiki/pub/images/Katsumi2.jpg

The daughter of Gigelf Liqueur, a powerful sorcerer in charge of Project Gaia, which was tampered with, causing monsters called Lucifer Hawks to emerge. After joining the AMP, Katsumi gains the mystical sentient sword Grospoliner. Katsumi soon had a close relationship with Mobile Police officer Robert "Roy" DeVice, but the path to their love was a rather rocky one since in her veins flows the blood of Lucifer Hawks, same as her father Gigelf, which made her the key to Nemesis, homeworld of the Lucifer Hawks.

    Kiddy Phenil
Voiced by: Hiromi Tsuru (JP), Joyce Kurtz (EN, movie 1, Streamline), Lisa Ann Beley (EN, movies and TV series, Ocean)
https://static.tvtropes.org/pmwiki/pub/images/354full_kiddy_phenil.jpg

After being attacked by an assault cyborg called a Megadyne, Kiddy was rebuilt as a cyborg and joined the AMP.

    Nami Yamigumo
Voiced by: Chieko Honda (JP), Wendee Lee (EN, movie 1, Streamline), Nicola Amos (EN, TV series, Ocean), Rebecca Shoichet (EN, movies, Ocean)
https://static.tvtropes.org/pmwiki/pub/images/44902.jpg

Nami comes from a long line of Shinto priests and became one of Rally's early recruits in the AMP.

  • Big Fancy House: The Yamigumo estate, even though it's underground.
  • Miko: She works as a Shinto priestess in addition to being an AMP member.
  • Neat Freak: She's very hygienic and organized, and dislikes any kind of messiness. Katsumi has a hard time crashing at her place.

    Yuki Saiko
Voiced by: Maya Okamoto (JP), Juliana Donald (EN, movie 1, Streamline), Kelly Sheridan (EN, movies and TV series, Ocean)
https://static.tvtropes.org/pmwiki/pub/images/9279.jpg

Yuki, the youngest member of the AMP, was a test subject of the YLPER Project to create a psychic weapon though drugs and genetic manipulation. She was one of three children who escaped the Project. Some time afterwards, Rally became Yuki's Guardian and enlisted her in the AMP. She runs a coffee house.

  • Adaptational Badass: Spends much of the manga as support member in the headquarters. In the anime, not only does she get her powers earlier, but she's frequently accompanying the AMP into battle.
  • Adaptation Dyejob: She's given orange hair in the TV series in contrast to her brown hair in the manga.
  • Break the Cutie: At the series' climax, Yuki's ability to see the future went out of control, causing her to have a breakdown. Katsumi's Face–Heel Turn did not help matters either.
  • The Fashionista: Easily the most fashionable member of AMP. Really loves shopping for clothes and often the one member other men in the series gaze upon (with some Bishie Sparkle effects)
  • Punny Name: Yuki’s emotionally vulnerable innocence and her powerful esper abilities can be quickly inferred upon noticing that her last name rhymes with ‘Psycho’.
  • Tyke Bomb: She was one of the children who were test subjects of the YLPER Project to create a psychic weapon through drugs and genetic manipulation.

    Lebia Maverick
Voiced by Gara Takashima (JP, movies), Miho Nagahori (JP, TV series), Barbara Goodson (EN, movie 1, Streamline), Ellen Kennedy (EN, movies and TV series)
https://static.tvtropes.org/pmwiki/pub/images/Lebia2.jpg

Lebia is a Visionaire, which means she has cybernetic implants which enable her to directly interface with computer systems. Her A.I.s are called Huey, Dewey, Louie and Donald.

  • Big Fancy House: Lebia's is fully automated and has an indoor pool.
  • Cool Ship: The Simurgh. She happens to be the pilot.
  • Phenotype Stereotype: A tall, blonde, and busty American.
  • The Smart Guy: As the person who's most knowledgeable in technology, she tends to be this.
  • Technopath: She has cybernetic implants that allow her to directly interface with computer systems.

    Lum Cheng
Voiced by: Akiko Hiramatsu (JP), Nicole Oliver (EN)
https://static.tvtropes.org/pmwiki/pub/images/161307.jpg
Lum Cheng, the grandaughter of Avalanche Wong is a newcomer to the AMP. Her mystical sword is called Jesso. When she first joined the AMP, she was rather abrasive to say the least. She is capable of elemental magic.

  • Adaptational Wimp: She's shown to be powerful enough to fend of against Medium in their first encounter and is the one member in the final arc of the story to give even Ganossa the most trouble. In the TV series, she was hopeless against Medium, even having a Heroic BSoD because of how wicked Medium!Katsumi is in contrast to normal Katsumi.
  • Character Exaggeration: While she still has Arrogant Kung-Fu Guy traits, she's nowhere as rude, blunt, and cocky in the manga as the 1998 TV series portrays her.
  • Ancestral Weapon: Jesso.
  • Anime Chinese Girl: Downplayed. She may have stereotypical traits associated with Chinese women such as knowledge of martial arts and typical Chinese costume, but her personality is far more feisty and "Western" than most examples of the trope.
  • Jerk with a Heart of Gold: She may be blunt and snarky and she even has issues with getting along with people in general (such as competing with Katsumi over Roy), but she turns out to be a sincere and loyal friend.
  • Promoted to Love Interest: Gets involved in a love triangle with Roy and Katsumi in the anime. Subverted, in that while she shows gestures of envy towards Katsumi and her attraction to Roy is blatantly shown, she never actually does anything impacting their relationship and is a Hopeless Suitor.
  • The Sixth Ranger: Doesn’t join until about halfway through the series.

    Rally Cheyenne
Voiced by: Toshiko Fujita (JP), Melora Harte (EN, movie 1, Streamline), Marcy Goldberg (EN, movies and TV series, Ocean)
https://static.tvtropes.org/pmwiki/pub/images/rally.jpg
Rally is the leader of the AMP. She knows more about the Lucifer Hawks and Nemesis than she lets on. After the Project Gaia incident and realizing the threat Lucifer Hawks posed to humanity, Rally formed the AMP.
  • Cain and Abel: She is the Abel to Rosa's Cain, who despises her for siding with humanity after humans persecuted them for their powers.
  • Half-Human Hybrid: She's actually Half Lucifer Hawk, with a human mother and a Lucifer Hawk father.
  • The Leader: She's the head of the AMP.
  • Pro-Human Transhuman: Half Lucifer Hawk, but leads the organization to protect humans from them.
  • Mystical White Hair: It's actually light purple, but it still counts.
  • The Stoic: She has a very reserved personality and rarely emotes.

    Mana Isozaki
Voiced by: Mami Koyama (JP), Carol Savenkoff (EN)
https://static.tvtropes.org/pmwiki/pub/images/5688_54585309.jpg
Mana is Rally's assistant, as well as the second in command of the AMP.
  • Da Chief
  • Death Equals Redemption: Subverted. She was about to give her life to stop Katsumi's possession because of guilt of once being the inherent of the Medium sword. She lives, but also feels resolved of her crimes.
  • Number Two: To Rally, her boss.

Allies

    Robert "Roy" DeVice
Voiced by: Koichi Hashimoto (JP), Barry Levy (EN)
https://static.tvtropes.org/pmwiki/pub/images/RoyDevice.jpg
Roy is a member of the Mobile Police. In the beginning he was supposed to help train Katsumi after he got released from house arrest due to insubordination, but as time went on, Roy and Katsumi got friendlier. Despite Katsumi's reluctance to be with Roy, they did end up together.

    Ralph Baumers
Voiced by: Yasunori Matsumoto (JP), Paul Dobson (EN)
https://static.tvtropes.org/pmwiki/pub/images/RalphBowmers.jpg
Another police officer, this one's a detective who doesn't get to play with power armor. At first he was rather pissed off with Kiddy, but as time passed, the two ended up getting on in better terms.
  • Amazon Chaser: The reason he becomes so attracted to Kiddy is because she could overpower him easily and of her fiery nature.
  • Belligerent Sexual Tension: When he and Kitty first meet, they’re enemies, and he antagonizes her in part because she is a woman. Afterwards, they start growing closer, but still bicker.
  • Neck Lift: Kiddy's greeting the first time they meet.

Denizens of Nemesis

    Ganossa Maximillian
Voiced by: Kaneto Shiozawa (JP), Trevor Devall (EN)
https://static.tvtropes.org/pmwiki/pub/images/Ganossa.jpg
The commander of the Lucifer Haws. Once he was Gigelf Liqueur's assistant, but he sold his soul to the Lord of Nemesis for power, which led him to sabotaging Project Gaia.
  • Big Bad: He leads the Lucifer Hawks.
  • Chronic Backstabbing Disorder: Betrays his master Gigelf in the backstory, then later pulls a You Have Outlived Your Usefulness on Rosa in favor of Medium Katsumi, then abandons the Nemesis lord and nearly destroys both worlds.
  • Dragon-in-Chief: He works for the Nemesis lord, but he is the one who antagonizes the heroines, and he seems to have his own agenda.
  • Faux Affably Evil: Comes off as polite and eloquent, but he has nothing but evil in mind for humanity.
  • Evil Plan: To conquer Gaia, then to destroy Gaia and Nemesis post-Villainous Breakdown.
  • Hate Sink: Unlike Rosa, there is nothing likable about this guy. He plays on Rosa’s tragic backstory to get her to join him, constantly taunts the other characters, was the one who sabotaged the Gaia project causing the events of the series, killed Kastumi’s Love Interest Roy and caused her to turn evil, tried to get Rosa to kill her sister Rally, and finally tried to destroy both worlds.
  • Manipulative Bastard: Played on Rosa’s tragic backstory to get her on his side.
  • Non-Action Big Bad: He mostly leaves the fighting to Rosa and the Lucifer Hawks, preferring to manipulate on the sidelines.
  • The Sociopath: He has concern for nobody but himself, shamelessly manipulates others to advance his plans, and hides it all behind a facade of kindness.

    Rosa Cheyenne
Voiced by: Gara Takashima (JP), Jenn Forgie (EN)
https://static.tvtropes.org/pmwiki/pub/images/Rosa2.jpg
Rosa is Rally's younger sister. She has given herself to Nemesis and seeks to destroy Rally.
  • Black Cloak: Ofter has a black cloak wrapped around her, to make her look more sinister and mysterious.
  • Cain and Abel: The Cain to Rally's Abel, as she hates her for protecting humanity when humans were the ones who hunted them for their powers.
  • Death Equals Redemption: Realizing her sister's love, she spends her last energy before death, giving Rally the necessary life force to survive her injuries.
  • The Dragon: She's Ganossa's right-hand woman.
  • Half-Human Hybrid: Her mother was human, her father was a Lucifer Hawk.
  • High-Heel–Face Turn: The only visibly female Lucifer Hawk, and the only one to redeem herself (just before death).
  • Hiding Behind Your Bangs: Her hair covers the right side of her face.
  • Gravity Master: Her powers allow her to adjust gravity, which allows her to make others or herself float, but she mostly just uses it as if it were telekinesis.
  • Power Floats: She uses her powers to float around in place, making her look more intimidating and inhumane.
  • Smug Super: She's become arrogant about her status as a Half-Human Hybrid due to the powers it has given her, and feels humanity is inferior to her.
  • Used to Be a Sweet Kid: In flashbacks, she's shown to be been a normal, nice girl and only became twisted due to being hunted down by humans due to her Half-Human Hybrid status.
  • Whip of Dominance: She's a haughty and sadistic villainess whose main weapon in combat is a magic whip she can manifest from thin air. She often uses it to constrain others.
  • Woobie, Destroyer of Worlds She only joined Ganossa because humans hunted her down for her powers when she was a child, causing her to hate humanity.
