To my knowledge: Evil is cool would be for example, when Wrath from the Full metal alchemist manga/brotherhood does one of their many feats of awesomeness by taking down the opposition- that most people can't avoid but to admire, despite being an antagonist. Love to hate would be someone like dr weil from megaman zero, who's so despicable that people loathe him ... and at the same time love him for being so despicable

Troperr means Troper revolution. I'm here to bring revolution to this Site by expanding trope examples wherever such expansion is neededI don't really get this. I thought i understood it meant a villain you find repulsive/horrible/non-sympathetic, but that you love as a character. But then it says an anti-villain can be this, because of their usual character development. Anti-villains don't usually inspire hate. If we include anti-villain, this trope becomes 'popular villain'. Perhaps that should be removed?
I'm aware the article mentions that the villain still has to be considered a villain, but that's not the same thing. For example, I love Two-Face in most incarnations and know he's villianous and morally wrong. I don't go and argue his innocence, but i also find his plight tragic, and don't hate the character. I feel you need to cheer when this character is brought to justice for it to be this trope. For me a real example would be Hans Landa from Inglorious Basterds.

I always used "love to hate" to mean a character I absolutely loathe, but at the same time respect the villain as a serious threat and respect the actor for being able to make such a disgusting character believable. In other words, someone I REALLY want to see get their just desserts at the hands of the hero but recognize that they make a very good villain.
This trope as you said seems to be about popular villains, ones you think are awesome, such as Lord Z from Power Rangers and you just enjoy every moment they're on screen and can't wait to see what evil plan they have cooked up, but I still love seeing them lose because well they're evil but at the same time their reaction to a loss is often hilarious.

Love to Hate can range from literal love to hate (you don't just hate the villain, you love the act of hating said villain) to a Complete Monster, well, monstering with good style and fans loving the way they roll.

You boo them because they're so evil and wait for them to get theirs (the hate part), but they have a certain charm and compellingness about them (the love part). Yeah, she qualifies.
The way I see this trope, this Trope is a character you're supposed to be repulsed by and you are, but at the same time are impressed by. They don't have redeeming moral qualities so they aren't sympathetic and you're repulsed by their Kick the Dog and sometimes even Moral Event Horizon actions (the hate part), but they're good at what they do and they're likable as a character regardless (the love part).
