I was reading through this a few days ago and saw the Honor Harrington example. This made me think of Mr. Kiku from Star Beast so I added the example. However, on reflection, Kiku is a high ranking government employee, the civil servant heading the department as I assume the Honor characters. These two and Sir Humphrey Appleby of Yes, Minister are of far higher rank than a janitor so I think they are not appropriate examples for this trope.
Do examples where the role only has power insofar that they get paid a lot count? Someone provided a Cracked list of 5 surprisingly high-paying jobs and none of them seem to really have any sort of power, just high pay.

He does butler things around Lillie's mansion, he does cleaning stuff, but he also is better at flying any vehicle (including a helicopter or other vehicle) than even Dr. Zager was at flying the Team Rocket helicopter back in Pokemon BW. He also has extraordinarily powerful Pokémon always on hand and seems to be in peak physical condition.
