The list is older than Gears of War so how can he be referencing Gears of War? Humanity Loss is a mechanic of Cyberpunk 2020, not gears of war. The list doesn't reference any console games at all.

Actually the RPG Mutant Chronicles created the chain bayonet. Everybody had a chain bayonet, good or bad. Chain bayonets also appear in Cyberpunk, Shadowrun, Rifts and a few other dark rpgs.

Someone deleted my entry about another list that Mr Welch posted stating that Mr. Welch was a fictional composite "John Everyman" of gaming.
Mr Welch is a real person, that is his actual last name, and this list, so he claims, consists of things he has actually either done or been preemptively vetoed from doing in game over the course of his time in the gaming hobby.
He was contacted and interviewed by Rho Pi Gamma fairly recently if you want proof that there is a real person claiming to actually be the perp behind all these gaming hijinks. You can hear the hour long interview here.

I'll buy that one guy (or one group, anyway) originated the incidents in the list, but the title and format similarity to Skippy's List, and the name cross-reference (Skippy: Brand of peanut butter; Welch's: a brand of jelly) lead me to believe the Welch list was at least in part inspired by Skippy's.
This also says it was inspired by Skippy's List, and that many of the entries are fictional.

The RPG.net Wiki took Mr. Welch's list and expanded it into tens of thousands, but that's indepenent of the actual list on Live Journal. It's impossible to do a list of forbidden actions without being compared to Skippy, so the claim he was inspired, ripped off, or copied Skippy can never be refuted entirely.
Does the list predates RWBY? Because if it does, Sun Wukong makes the shotgunchucks Hilarious in Hindsight.
