Since the days of yore, two beings known as the Child of Day and the Child of Night loathed and despised each other. They feuded for ages over control of the earth, heavens, and Hell. In the present, their battle continues through humans descended from them. Those descended from the Child of Night are known as Villains, who inevitably succumb to the impulse to use their powers to wreak havoc, while those from the Child of Light became known as Psykers, publicly recognized individuals who fight Villains to protect the peace.

Enter Cassian Lee, an S-Rank Psyker whose skills are matched by his arrogance and inability to sit still when someone is in danger. After being put on probation for ditching a carefully laid plan to protect two hostages, he gets an urgent call from Jeff, his surrogate brother figure who cared for him until Cassian was adopted by a couple in the United States. Rushing to meet him in Greece, Cassian finds Jeff in a horribly injured state. Jeff then gives Cassian a strange necklace right before being killed by a masked assailant.

Chasing the murderer down, Cassian is shocked to discover that Jeff's killer is none other than Jack Khalid, a fellow S-Rank Psyker. Along with two other Top-Class Psykers, Jack accuses Jeff of being a traitor to Lampas before accusing Cassian of the same. Outraged, Cassian battles his former allies before finally being killed when he's shot through the chest, his body sinking into the Mediterranean Sea.

But his story doesn't end there.

Cassian awakens in the body of a Korean teenager named Gangu Gwon, who had been accidentally drowned by school bullies. Disoriented by this, he learns that a spirit within the necklace Jeff gave him, Moros, moved his soul into Gangu's body. He's even more surprised when he learns that Gangu had the potential to become a cataclysmicly powerful Villain. Determined to avenge Jeff and discover the mystery behind his murder, Cassian cultivates his new villainous powers to get to the bottom of this mess, all while trying to avoid being hunted down.

Villain to Kill is a webcomic written by Fupin, and illustrated by Eunji. It follows Cassian Lee, now Gwon Gangu, as he tries to unravel the threads behind his death and betrayal at the hands of his former co-workers, all while trying to acclimate to his new powers and place in society.

It was hosted in Korean on Naver since 15 February 2021 and can be read here.It was officially added to Line Webtoon on June 22nd, 2021. It can be read for free here.

Villain to Kill contains examples of:

  • Accidental Murder: Gangu's bullies accidentally drowned him while dunking his head in the toilet. Unbeknownst to them, Gangu wasn't supposed to die, but Moros' intervention caused Gangu to succumb in order to allow Cassian to take over his body and destiny.
  • Alternate History: However much the divine conflict changes the history of the world from ours.
  • Always Chaotic Evil:
    • Villains are people who are descendants of the Child of Night, becoming people beholden to their vices and prone to acts of carnage and devastation. While some are more restrained than others, this is more because of their interests and methodology rather than their morals. This immorality of theirs also gives Psykers the authority to kill most Villains on sight, regardless of whether or not the Villain is actually caught doing something.
    • Most Villains of the Vilzones are aware of this trope and live in the Vilzones to try to control their desires and emotions to prevent themselves from losing their minds to the Villanous intent all Villains have innately.
  • All There in the Manual: On Fupin and Eunji's twitter they have revealed that Driver, Crow and Redeye are over 20 years old and Sticker's name.
  • Alternate Character Reading: In the original there is Chinese and English characters added to the text at times to give further supplementary meaning or alternative interpretation of the topic in the setting.
  • Ape Shall Not Kill Ape: An unspoken rule in the villainous underworld is that Villains shall not attack other Villains,except in scenarios where they have beef with each other and special circumstances, lest they be declared public Villain enemy number one and hunted down for their impertinence. Cassian breaks this rule early on by attacking Blaster, which draws the attention of the local Villains who wonder why this upstart is so willing to violate this with no obvious benefit to himself.
  • Artifact of Power:
    • Moros is contained in a special necklace that Jeff kept before giving it to Cassian. It's transported to Gangu's body following Cassian's death, allowing Cassian to communicate with Moros.
    • Mark, The Sword of Annihilation. The sword was forged in the mythical age and is coveted by the main major powers in the story.
  • Art Shift: The art style noticeably deviates and changes to a chibi state to imply awkwardness or for comedic purposes, or it changes to a lower quality style in extra panels that take place but are more comedic or not plot relevant.
  • Armor Is Useless: Justified. As the setting takes place in a modern age where Psykers and Villains run rampant and with magical powers, bulky unenhanced armor will not protect against magically enhanced attacks, and may be more of a drawback than anything.
  • Archaic Weapon for an Advanced Age: Justified. As Psykers and Villains are commonplace with super strength and durability, gunpower weapons wouldn't work to the extent it normally would, and nuclear strikes would be overkill. Thus Villains and Psykers prefer enhanced magical weapons to gunpower weaponry. The exceptions would be gunners who probably use magically enhanced firearms.
  • Asskicking Leads to Leadership: Fairly common amongst Villains. Villains are judged based amongst themselves by their strength and magic ranking. Vilzones also run on this, as a weak Villain is unable to keep the others in line.
  • Author Avatar: Fupin uses Moros as this, and Eunji's avatar is frequently seen in the background or as a brand.
  • Art Major Physics: It's easier to dismiss Cassian's Casting a Shadow powers and Driver's light beam as not moving at the appropriate speeds they should be traveling due to Rule of Cool. It is also easier to forgive that since Psyker and Villain powers are descended from Gods of Light and Darkness, they don't follow conventional rules either.
  • Bad Powers, Good People: While a majority of Villains are chaotic those who are normal residents of the Vilzones just want to be left alone.
  • Bad Guy Bar: Heaven Pub, which usually has Villains partying and drinking there, used as a dealing area or just a common hangout spot in the Gadam Vilzone.
  • Battle Discretion Shot: Done with Crow's wrath against Smoker. It's cuts to a shot of their general area with Crow's dark energy feathers floating around with Smoker screaming in torment.
  • Battle Aura: By radiating magical energy it serves to intimate and show off an opponent's strength.
  • Bland-Name Product: With the many gag brands of copyright.
    • Metal Cola. Yours truly.
    • The iphone apple brand are replaced with pears.
    • New Balance is replaced with Nib.
    • Adidas? No no, you must mean Adiaas.
    • The English localization changes The Bride of Corinth to The Priest of Corinth.
    • Star Books is certainly not a coffee shop.
    • National Ceograpgy exercise shirt.
    • Samsung what? No Sam Sang.
  • Black-and-White Morality: Subverted. Morality initially appears to be clear-cut in the story, with the Villains being, well, Card-Carrying Villains and the Psykers opposing them. But Cassian's betrayal at the hands of his Lampas co-workers casts severe doubt on this, as Cassian's name is quickly dragged through the mud following his death.
    • The Villains of the Gadam Vilzone also show off that it is not the case for all Villains, either.
  • Blocking Stops All Damage: Averted. When attacks are sufficiently heavy blocking will only minimize damage. This is seen when Cassian's arms are throbbing after facing a handstand kick from Bloodrain and Barracuda guarding with his Fanged Knuckles does not completely block out Cassian's flames.
  • Boom, Headshot!: Jack and Lyra threaten Cassian with this fate after the latter is shot by an unseen third sniper Psyker. He instead opts to cover his tracks with an explosive smokescreen, only to get shot in the chest for his efforts.
  • Bound and Gagged: Blaster kept a mother and her child bound and gagged to prevent them from running away while he gleefully tells them how he's going to blow them up bit by bit to watch the pain on their faces.
  • BFS: Cassian has a shadow sword that is easily longer than his height.
    • Moojin does one even better; The primary sword is enlarged to the length of almost a few stories high during his ultimate move.
  • Card-Carrying Villain: The Villains driven mad by their powers gleefully commit murder without a hint of remorse while reveling in their destructive capabilities and actions.
  • City of Adventure: Seoul, where most of the story takes place after Cassian becomes Gangu annd the district Vilzones are in tense relations.
  • Central Theme: Revenge. Cassian is driven by revenge towards the Lampas conspiracy mostly because he and Jeff were killed. Uchan is also thid to an extent as his feelings of revenge towards a Villain has started to affect his work as a Psyker had he not met Cassian.
    • Black and White moralities. The work first shows that Villains are black and Psykers are white, but quickly shows that the world and setting are closer to gray as people on both sides seem to be more self serving and morality differs on the individual and not necessarily their powers as Villains or Psykers.
  • Cool Sword: Daewung purchases a sword made with two powerful magic stones for his personal use. Despite its apparent high quality, it doesn't see much use as he's quickly curb-stomped and knocked unconscious after Bloodrain recharges by draining an entire nightclub dry of blood. Cassian then drains the sword of its crystals to get a huge power boost.
  • Crisis Makes Perfect: As far as Cassian is concerned, the best way to learn how to use his new powers is trial by fire. He purposefully picks a fight with Driver, a Villain with three times his raw magic power at the time, to get a better handle on using his abilities against a superior opponent.
  • Curb-Stomp Battle: Numerous examples.
    • Cassian handily defeats Blaster and Blackhand when he goes up against them, demonstrating his superior experience and fighting technique despite his lowered overall powers.
    • Later, Psyker Lee Daewung is quickly knocked unconscious by Bloodrain to show the latter's powerup after sucking an entire nightclub dry of blood.
  • Character Class System : Many variants around and across the Psykers and Villains.
    • Striker(스트라이커): Unarmed Attack Type. Includes Pure Attack + Magic Type Hybrids. Close quarters combat specialists with outstanding physical abilities will take the vanguard position in Anti-Villain combat. Examples are Cassian and Uchan etc.
    • Knight(나이트): Sword/Blade/Spear or similar weapon Type. Includes weapon or magic type hybrids. Close quarters combat specialists with outstanding physical abilities will take the vanguard position in Anti-Villain combat. Examples are Jack and Daewung.
    • Archer(아처): Long-Range Combat Type,Arrows,Crossbows and Projectile Weaponry such as dart and grenade types. Includes weapon+magic or physical type hybrids. Possessing great strength, agility, concentration, and outstanding physical abilities. Mainly covers the rear as a firepower support role in anti-Villain combat. Examples are Redeye.
    • Gunner(거너): Weapons consisting of Gun or Cannon types. Includes weapon + magic type or physical type hybrid. Possess excellent physical ability with strong strength, agility and concentration. In anti-villain combat, they primarily assume a rear fire supporting role, but they may also be capable of close combat and spearhead the battle.
    • Summoner (서머너):They have the ability to shape their will with powerful magical powers. Compared to other classes, they have a high magic point. In battle against villains, they mainly play a role of supporting firepower, but there are also Summoners specialized in one to one battles. Can be separated into The Medic,White Mage and Black Magic. Examples are Ralph and Crow.
    • Mage(메이지): Fire and freeze-like attribute magic series. Also includes telekinesis. Compared to other series, they have higher magic points and are capable of wide-area attacks. Mainly plays the role of supporting firepower from the rear in combat against villains. Examples are Lyra, Tuppence, Bloodrain and Royal Garnet.
    • Supporter(서포터):They can heal, strengthen their ally's power and weaken their enemies. Supporters relatively lack combative ability. They usually work as back-ups in combat. Examples are Binder.
    • Engineer(엔지니어): Machine Summon, Create and Repair Machines and electronic devices have a special ability to repair, create, or disassemble. It is one of the special professions that are not confused, and in the case of a psyker, he often participates in battle in the form of a sapper. Examples are Driver.
    • Burning Roamer(버닝로머): These are Villains that carry out random acts of terror such as indiscriminate slaughter,sowing chaos forno real reason. They exists only in villains and are the most vicious and dangerous class of Villain regardless of magic power rank. Examples are Blaster.
    • Chaser(체이서): Tracking and Detection type. They are characterized through the development of the five senses suitable for tracking and detection. In the case for Villains, there are many stalkers, so it is pointed out as a social problem. In the case of Psykers, he mainly takes on the role of chasing down criminals or rescuing survivors from crisis situations. Examples are Haute.
    • Assassin(어쌔신) : They are good at stealth and concealment skills. Their speed and agility, that specialize in assassination of key figures and creating disturbances behind the scenes. Amongst the Villains, most work as Hitmen. Examples are Double Blade.
    • Generator(제너레이터): Unlike Engineers or Summoners, Generators can summon a living being by sharing their emotions with them. High-Rank Generators can summon beings that can express their feelings and are even capable of conversation.Some are known to have the ability to restore dismembered body parts. They are one of the rarest Classes. Examples are Toy Maker.
  • Dark Is Not Evil: Villains are not exclusive to Villanous actions though it is extensively common.
  • Drunk on the Dark Side: Villains inevitably snap after using their powers enough, becoming sociopathic killers who gleefully indulge in their worst vices after letting their emotions run over. Moros is the only reason Cassian doesn't succumb to the same fate, moderating Cassian's powers and keeping the dark side in check when Cassian's rage runs over. Cassian himself is horrified when snapped out it by Moros. Driver loses it as well after lifting his limit and steals tons of electronics to research and build things on a high.
  • Divine Conflict: The premise of the Psykers vs Villains conflict due to being descended from the Gods, and maybe the plot of webtoon itself if the origins of Mark, The Sword of Annihilation is to be believed.
  • Dub-Induced Plot Hole: A minor one as in the English localization Double Blade calls Cassian a darkness user though he should not know this by now and in the original he only states that Cassian is dressed in fully black.
  • Delinquents: The ones at Gadam high school act as this and after they no longer act against Cassian, are subject to chaos in Gadam.
  • Emotion Suppression: There is a drug that suppresses Villains' desires and Cassian mentions that criminals who are captured get injected with it. He is surprised to realize the Vilzone has it in patch form.
  • Emotional Powers: Villains can seemingly gain more power as Villains by fulfilling their desires but run the high risk of losing their sanity.
  • Elemental Powers: The Attributes Psykers and Villains have.
  • Fighter, Mage, Thief: Basic classes such as Strikers,Knights,Mages and Chaser.
  • Fight Unscene: Cassian did something to make Ralph and his gang run away. But we never see it aside from news reports complaining about his use of excessive force as we immediately cut to Cassian being lectured in Tuppence's office.
  • False Flag Operation: When Ghost is ordered to kidnap Naeun to further defame Cassian and the Gadam Vilzone, Cassian finally decides enough is enough for the petty harassment from the rival Vilzone and swiftly organizes a rescue and defeat the Northern Vilzone operation.
  • Flashy Protagonists, Bland Extras: The more important the character the more well defined their design, as extras only get a stock character design.
  • Great Offscreen War: The two beings known as the Child of Day and the Child of Night feuded since the time of the myths solely because they didn't like each other. Their feud continued through the ages and was eventually passed down to their descendants in humanity, who develop supernatural powers as Psykers and Villains.
  • Grand Theft Me: Moros reincarnated Cassian into Gangu at series start, and Unkillable tries to steal Cassian's body at the start of Season 2.
  • Gang Initiation Fight: Vilzones are implied to have this for newcomers. Cassian goes through this as Driver invites him to the Gadam Vilzone, though this is not always the case as seen in Ghost's recruitment.
  • Grey-and-Gray Morality: Psykers and Villains are shown to be both good and bad regardless of which side they are on.
  • God of Light: The Child Of Day, who the Psykers are implied to have descended from from.
  • God of Darkness: The Child of Night, who the Villains are implied to have descended from.
  • Hero Academy: Cassian mentions that Psyker Combat Training Academies exist and that Uchan should be training there and not at a normal high school. It is also noteworthy that Cassian graduated at the top of his class.
  • Hospital Epilogue: The arc centered around Bloodrain ends this way with Uchan and Daewung discussing Cassian's enigmatic actions. It also ends Uchan and Daewung's last appearance in Season 1 waiting for Naeun to wake up.
  • Hollywood Hacking: Driver hacks the Northern Vilzone surveillance system with his visor and skills.
  • The Hero Dies: Cassian is killed by his fellow Psykers at the very start of the story, only to reawaken as Gangu Gwon thanks to Moros' intervention.
  • Henshin Hero: Inverted. Villains are able to shift between their human and Villain form freely eith experience. This makes sense as Psykers likely don't need to hide their appearance as they are "heroes" while Villains would need a way of hiding their presence in a crowd.
  • Inconsistent Dub: The English localization has this.
    • The honorifics in the original are only used once when Uchan addresses Daewung at the start and never seen again afterwards when in the original it is seen from time to time, and again when Daewung addresses Jiseon.
    • Korean currency won is first translated as bones, then in approximate value in dollars at a convenience store and in all future instances are used in their original value.
    • Ice and Cryo are the same characters in the original but are translated differently in two instances of the localisation.
  • Instant Costume Change: Villains are able to shift their forms from human to villain forms, donning "battle attire" of their own design that allows them to access the full extent of their powers.
  • Jumping on a Grenade: Cassian jumps away from the hostages when the bomb strapped to him by Blaster could harm them.
  • Like Cannot Cut Like: Cassian's shadow blades and Mujin's flying slashes cancel each other's energy but both do not seem to be able to cut through each other as both are magically enhanced.
  • Loss of Inhibitions: Villains are fated to face desires stemming from their awakened powers. Those who cannot control become mindless creatures devoted to their desires.
  • Lost in Translation:
    • While discussing Mark, the Sword of Annihilation, Cassian's rusty Korean has him mistake "go cheol" (annihilation sword) for "myeol sal" (scrap metal sword) in a case of a Mondegreen Gag. It's impossible to convey this in English, so the official LINE translation opts for Buffy Speak instead, with Cassian muttering "something about a sword..." and "sword thingy..."
    • Line Webtoon removed classes and attributes classification from their translation, making the text weird to readers who know what is supposed to be there.
    • The Villains and Uchan are confused by CQB during the Northern raid. This isn't because they don't understand it but because Cassian said it in English, as opposed to Korean in the original.
  • Mysterious Stranger: Three figures are shown watching the free-for-all between Bloodrain, Uchan and Cassian on the rooftops in Episode 24.
  • Mob War: Villains in Vilzones all over Korea are tense as every Villain is fighting for full control of Korea's Vilzones, not just in Gadam and the Northern Vilzone.
  • No-Holds-Barred Beatdown: Cassian delivers this to Blaster, beating him bloody and unconscious. He keeps whaling on Blaster in a berserk rage until Moros finally snaps him out of it, as Cassian was on the verge of going insane.
  • Names to Run Away from Really Fast: Crush, Blackhand and Double Blade were reviewing a joke list of the Villains who should be avoided the most.
  • Named After Somebody Famous: Villains have a superstition that if they name themselves after a dead hero, they will gain a new power. Double Blade wonders if Cassian was thinking of this when he chose his name and wonders if it was true for Cassian, as many others failed.
  • Malicious Slander: The Northern Vilzone has been doing this for a while even before series start to discredit the Gadam Vilzone and take it down.
  • Power Glows: Artificial and True Magic Stones are this, glowing yellow and blue respectively. Villains also seem to have their energy glowing around them in their own distinctive colors.
  • Power Level: One's raw power as a Psyker or a Villain is generally measured by a magic point stat. Moros is able to observe it with his powers, but the Psykers and Villains are both aware of it and possess other means of measuring it. An S-Class Psyker like Cassian had magic points of more than 1,500 at his peak, while a D-Rank Villain would only have about 300. However, it's noted in the story that magic points aren't everything. Technique and compatibility can make up the difference, such as Cassian having the upper hand against Driver despite the latter possessing more than three times as much magic points at the time.
  • Power Crystal: Magic Stones, which are crystallised forms of magic energy which can be used to enhance Villains or strengthen magical weapons. Also the Blood Magic Stone which is a corrupted True Magic Stone which has absorbed the properties of Death and thus would corrupt weak willed Villains.
  • Power-Up Food: The magic stones used to power supernatural weaponry are bundles of energy that villains can eat to get stronger. A single meal of a few decent quality stones is enough for Cassian's power to jump 50 points, 5 times more than the normal, though they get diminishing returns over time.
  • Protagonist Title: Villain to kill focuses on Cassian's enigmatic existence and actions as a heroic Villain. Who will aid or oppose him is unknown.
  • Puberty Superpower: Psykers and Villains awaken to their powers most often in their teenage years when their emotions are most unstable.
  • Put on a Prison Bus: Blaster is strapped to a hospital stretcher to be sent for treatment before he is arrested and Bloodrain was put into Lampas and police custody.
  • Police Are Useless: Against Villains, the police are shown scrambling for their lives or leaving it all to the Psykers. Some officers even have to be reminded by Uchan to not mention that Cassian saved the hostages to anyone else.
  • Parallel Conflict Sequence: The Vilzone war between Gadam and the Northern Vilzone has the idiot trio against Rock Hand and the traitors,Crow vs Smoker, Driver vs the swarms of mooks, Uchan vs Ice Demon and Cassian against Barracuda.
  • Power Limiter: A small minority of villains are able to set limits to their mana. With these limits, villains are less susceptible to the urges of becoming mad and going insane and are able to make more rational judgements. However, after releasing and regaining their original strength, there will most likely be side effects. Applying a limit to one's self is different from an awakening.
  • Rooftop Confrontation: Bloodrain provokes one with Kim Uchan. This leads to Cassian joining the conflict late.
  • Rewarded as a Traitor Deserves: Lampas apparently punishes traitors to the organization by sending high-ranking Psykers after them to kill the traitor on sight. This is what Jack does to Jeff and later does to Cassian despite the latter's claims of innocence.
  • Running Gag: Anything involving Pizza in the Gadam Vilzone, as Crush had destroyed the parlor sometime before series start.
  • Stunned Silence: Multiple times.
    • Ralph and his thugs when Cassian takes off the mask.
    • The purple haired delinquent who fights Cassian is shocked to see the other two knocked down easily.
    • The delinquents do not dare let out a sound when Cassian has destroyed the 2 new delinquents.
    • When Cassian takes down Blackhand, Driver and Crow view it as amusing. Redeye can only look on in shock.
    • Uchan is unable to say a word and his thoughts go wild as Cassian destroys Bloodrain in a stand-up fight.
  • Sitting on the Roof: Cassian first climbs up the side of the building onto the roof when he awakens as a Villain. He then goes onto the rooftop whenever he needs to be alone or think during school hours.
  • Starts Stealthily, Ends Loudly: A stealth mission into the Northern Vilzone quickly turns into an all out brawl when the idiot trio raise the alarm, and the Villains swarm to find the intruders.
  • Stuff Blowing Up: Blaster and his explosives.
  • Super-Deformed: Whenever characters are in a funny situation.
    • Cassian and Moros whenever he is out on the spot.
    • Driver and Crow discussing whether he is the serial murderer.
    • Uchan and Lee Daewung when they discuss Na-Eun.
  • Surprisingly Realistic Outcome: No matter how strong you are, if your actions do not match it, you will not be respected or feared. This results in Driver's strength being doubted as Cassian becoming the new Vilzone boss is taken as a sign from other Villains that Driver is no longer one of the strongest Villains in Korea, and emboldens the Northern Vilzone to begin preparations for a gang war.
  • Slow-Motion Pass-By: Cassian is seen passing by Uchan talking to Jiho as he is looking for books with Moros, showing that their fates are interconnected.
  • Sound-Only Death: Whatever Crow did to Smoker.
  • Swiss Bank Account: Cassian has one due to Jeff telling him to get one. He uses it to invest in his strength.
  • Treachery Cover Up: Lampas covers up their murder of Jeff and Cassian as Cassian betraying Jeff for dirty corrupt money and plays it off as not a fault of Lampas.
  • Tactical Rock–Paper–Scissors: Classes and Attributes run around this.
    • The Ore Attribute is based around this as they are most suitable for offense and defense by super hardening of themselves.
    • Darkness Attribute is suitable for stealth attacks than head on confrontation though Cassian is an exception.
  • Tempting Fate: A few of the Gadam High School delinquents are wondering on what fun they can have in earshot of Toymaker, who immediately proceeds to gift them into becoming his toys.
  • Training from Hell: Parodied. Cassian offers this as a test to the trio who ask for him whether ot not to train them. In what may be a reference to One Punch Man, 1000, push-ups, chinups and squats each and a 30km run for morning,afternoon and evening over a week. Double Blade wonders if they'll grow bald and Ghost is then ordered to go through it with them and even one ups them as he decides to wear a 100kg weighted vest.
  • Urban Fantasy: The Psykers and Villains wield magical powers and weaponry to devastatingly destructive effect in the middle of the modern world.
  • Urban Segregation: Vilzones are separated from city areas if the city has them and Psykers have their Lampas branch buildings, separate from the normal areas.
  • Vague Age: Word of God has revealed that Cassian was in his late twenties before becoming Gangu,Jeff was in his mid thirties and Driver and Crow are in their mid twenties with Driver a year older than Crow. Redeye is also stated to be in his twenties.
  • Vigilante Man: "Outers" Are Psykers who live independently without registering with Lampas. Most of them live normal lives, but some end up as Villain-Like Criminals.

  • Weird Currency: Magic stones are treated as this moreso by Villains than by Psykers as they increase magic power as opposed to only strengthening Magic weapons for Psykers.
  • Wretched Hive: "Vilzones" are the territory of known, powerful Villains. Oftentimes they're dark and secluded alleyways and clusters of buildings out of the public eye where Villains are largely able to prowl freely without having to worry about a Psyker breathing down their neck. It is later implied Psykers, National agencies and private institutions fund them. Cassian later elaborates why they exist in his thoughts.
Cassian:Vilzones don't exist to imprison Villains. It exists to avoid the fight between Psykers and Villains, and for the Villains to roam freely... Ultimately it is a place for everyone's Harmony. That is Vilzone.
