Randal is gaining Doctor Octoganapus' trust so he can lead him into a trap
Randal never showed anything other than pure justice till Doc Octogonpus revealed him as his father. He may have be planning on leading him into trap.- Well, now he's dead, so odds are that probably wasn't the case.

Each individual needs to meet a specific requirement to summon the "Power of Shoop". For the one who beat up Dr. Octogonapus, it was an emotional outburst of terror. The kid writing in the test needed to be asked by someone who wanted to cheat, and Harry just needs to be annoyed with Ron.- By this logic, how exactly was Mrs. York able to fire a lazer out of her vagina, and how are lazers fired out of food or household objects like watermelons, ketchup bottles, and shower faucets?
Randal and Doctor Octagonapus are both Runners.
Tentacles that can crush a car and stop it in its tracks, flight, ability to jump straight up a multiple-story building, ability to survive a fall from said building... the only thing counting against this is that Randal didn't leave a crater when he hit the ground, but he'd never consumed anyone before, so his body mass is probably still relatively close to a human's. The lasers are another... discrepancy, but it has been hinted that different Runners have different powers (Heller has more control over his tentacles than Mercer, et cetera). Who says that a Runner can't shoot a laser bigger than their face with enough power? This theory implies two things:- Runners can reproduce, which is not good for humanity, and
- Runners can be killed by a direct laser hit, which just about everything in this universe has been shown to be able to do; this is more than a little better.
Dr. Octogonapus' tentacles, flight, and lazers are linked to the Council of Shoop.
Note that once Dr. Octogonapus accidentally kills Randal, he's no longer able to fly and resorts to using a Humongous Mecha for entrances. Then, once Shoop da Whoop banished him from the Council, he's then seen without tentacles, and never shows the urge to fire lazers in the auditorium he works at. I believe that the Council of Shoop artificially implanted a tentacle gene in Dr. Octogonapus, and Randal's birth was what set off the gene in his father, only awakening his own after finding out he was an Octagonapus himself. Randal's death nerfed his father's tentacle abilities, keeping him from using flight any longer, and once Shoop da Whoop found out about Randal's death and banished Dr. Octogonapus, he had the Council's surgeons remove the gene from him before his departure, reducing Dr. Octogonapus back into being a normal human.
