Leslie, with only a few days left before she has to leave office, wants to accomplish as many projects as possible. Her latest project is to add fluoride to Pawnee's water. Jamm, intent on obstructing her in any way possible, scares the citizens of Pawnee by claiming Leslie wants to add chemicals to Pawnee water. Leslie gets Tom to help her sell fluoride by calling it a fancy name. This works until Jamm gets Sweetums to offer up sugary water instead. When Leslie criticizes Sweetums for this, Ben is fired from his job at Sweetums Corporation. Ben does not want her to apologize, so she and Tom give fluoride a new name, winning over the Pawnee citizens.

Ron is building a crib for his upcoming child. Chris thinks he has bought the safest crib in the world, but when he learns it was recalled, he wants Ron to teach him to build a crib. Chris soon takes everything Ron says as parental wisdom, but Ron informs him he is not speaking metaphorically. He gives the crib they made to Chris.

April, Donna, and Craig are going through pictures of dogs for Animal Control's website. They start matching every Parks employee with their spirit dogs, enjoying themselves immensely, until April picks a dog for Donna. Donna is offended that April doesn't know her well enough to choose the right dog. April wins back Donna by correctly choosing Donna's spirit dog: a cat.

He later considers the idea that the whale is a metaphor, but rejects it.
