Leslie, with only a few days left before she has to leave office, wants to accomplish as many projects as possible. Her latest project is to add fluoride to Pawnee's water. Jamm, intent on obstructing her in any way possible, scares the citizens of Pawnee by claiming Leslie wants to add chemicals to Pawnee water. Leslie gets Tom to help her sell fluoride by calling it giving it a fancy name. This works until Jamm gets Sweetums to offer up sugary water instead. When Leslie criticizes Sweetums for this, Ben is fired from his job at Sweetums Corporation. Ben does not want her to apologize, so she and Tom give fluoride a new name, winning over the Pawnee citizens.
