Despite the current system resembling a dark age regression to feudalism it was still judged as an improvement. Theoretically the adults could have advanced beyond a need for Human Resources but expecting them to suffer and wait for a theoretical benefit is less than reasonable.

The human race has been renamed to the "Juvies", underage pregnancy is now the only legal form of human reproduction as the age of consent has been lowered from 18 to 8, and kids who turned into adults are exiled from civilization on their 18th birthday. Failure to do so would result in the adult being "put on time out", which essentially shortened the human race's lifespan from 80 years to 17 years.
