Despite the memes, the whole "matriarchy" thing was a complete and absolute failure. Not only did Nairobi fail and have to allow Berlin to return. Raquel completely failed to stop the crime. And Tokyo... when she was captured, she had a single thought, "Kill Berlin", and she could not achieve it either. Berlin died, yes, but under his own terms, and not because Tokyo killed him.
The entirety of the third, fourth and fifth seasons, including all the tragic events in them... none of that would have happened if Rio had not called Tokio, as he was told several times not to do, because exactly what happened could happen if he did that!
