Germany

    Greater German Reich
https://static.tvtropes.org/pmwiki/pub/images/nazi_flag.png
Official Name: Greater German Reich
Ruling Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
The strongest and most powerful nation the world has ever known... Or at least, so it seems. In reality, victory over the Soviet Union has only delayed the inevitable for the Reich: Tensions between the SS and the Wehrmacht are higher than ever, even as the SS itself dissolves to infighting between the Heydrich and Himmler cliques. The economy is at a standstill, the officer corps is overblown and useless, the navy is over budget yet under efficiency, and Hitler is nearing his deathbed with no clear successor in sight. All while a mysterious string of assassinations rocks the corrupt bureaucracy, spreading fear and panic. It would truly take a miracle to bring the evil state back from the brink...
  • All Germans Are Nazis: Possible in an official sense, if mandatory Nazi Party membership is enforced while Hitler is still alive. But even if this is the case, it is still Subverted and brutally Deconstructed. Mandatory party membership in a totalitarian dictatorship does not prevent dissenting sentiments from running high, with a few daring outlaws refusing party membership even until the end and even more mouthing lip service and going through the motions while holding their own beliefs. And even among the admittedly huge amount of Nazis, there is no guarantee they will all agree; they do not and unless carefully managed this can go explosively.
  • Ambiguous Situation: It is never revealed who is actually behind the series of assassinations against the most heinous criminals of the Nazi regime, ranging from Oskar Dirlewanger to Josef Mengele. Is it the result of Heydrich and Himmler trying to kill off each other's support base? The Wehrmacht taking matters into their own hands to weaken SS influence across Germany? A plot by Bormann to increase panic and give himself an excuse to seize power? Hans Oster initiating phase one of his plan to dismantle the Nazi regime from the inside? Or is it really all just the work of highly skilled Polish underground resistance fighters, possibly aided by the Toronto Accords?
  • Ape Shall Never Kill Ape: One of the main principles that keeps Nazi Germany together. The fact that this is so cruelly abandoned in the civil war is one of the primary factors which disillusions the population from National Socialism.
  • Big Bad Duumvirate: Essentially what the Speer-Goebbels voting bloc amounts to.
  • Civil War: After Hitler's death, the Nazi Party power struggle will almost always escalate into civil war (unless the player is skillful enough and makes sufficient compromises to avoid it, and even then, success is highly reliant on luck). The three primary contending factions in the civil war are the German government (gathering most of the Nazi party government, led by whomever emerged victorious from the power struggles), the Schutzstaffel Ordensstaat (the forces of the fanatical Nazi paramilitary Schutzstaffel under Himmler), and the Emergency Wehrstaat (a military junta of Wehrmacht officials led by Manstein). As the civil war continues, resistance movements in occupied nations will seize the opportunity to launch uprisings, and if the civil war drags on, the German Resistance can gain enough support to launch an uprising, establishing their own contender dubbed People's Germany — and potentially quickly snowballing against the exhausted other factions.
  • The Coup: If the Nazi Party power struggle becomes too excessive, the Wehrmacht or the SS paramilitary can coup the government to impose order (leading the player down the Emergency Wehrstaat or the Schutzstaffel Ordensstaat). The coups will almost guarantee the outbreak of the German Civil War.
  • The Empire: During World War II, the Greater German Reich invaded many other countries and massively expanded its territory, and since then has ruled over its subjects with an iron fist.
  • Evil Colonialist: Essentially every single German colony state is the quintessential example of this trope. At the very best, the Untermensch are treated as slaves, constantly reminded of Aryan superiority over their race, and allowed to reproduce only to produce more workers and laborers. At worst, SS squads will roam the countryside, executing entire villages on sight, while bombers make nightly trips to bomb Slavic civilization into nonexistence, all to make room for Aryan settlement.
  • Fascist, but Inefficient: Germany's economy is not in good shape, thanks to all the wars and the continuous war in the east against a massive partisan insurgency. In addition, since they're not invading new countries any more they can't keep looting them, and they're boycotted by the west in terms of trade.
  • Nuke 'em: Something Germany can do to the TA, with disastrous results. Their nuclear stockpile is nowhere near the level of America's, and a single tactical nuke to remove a particularly pesky army will be met with every German city within bomber range being wiped from the map.
  • Please Select New City Name: Berlin was renamed Germania as part of the Welthauptstadt Germania project, while Leningrad, Astrakhan and Baku were renamed Adolfsburg, Etil and Windestadt after their incorporation into the Reich proper.
  • Stupid Jetpack Hitler: Subverted. Germany's efforts to send the first man into space nine years before it happened in our timeline has a fifty percent chance of blowing up before even escaping the atmosphere, and a one hundred percent chance of killing the pilot even if it does succeed, despite the insistence that German science cannot fail. Taken up to eleven by Himmler, who can officially create 'Aryan Sciences' to specifically make research superiorly German, which instead completely destroys any and all hopes of scientific advancement.
  • Succession Crisis: After Hitler's death, the Nazi Party leadership falls into a vicious power struggle between Joseph Goebbels, Hermann Göring, Albert Speer, Martin Bormann and Heinrich Himmler.
  • Teeth-Clenched Teamwork: The Wehrstaat, Ordensstaat, and Rightful Government of Germany can put aside their numerous differences and form a faction together if the TA invades.
  • Villain Team-Up: During the power struggle to determine Hitler's successor, Albert Speer (a pragmatic reformist) and Joseph Goebbels (an insane, hawkish hardliner) form a power-sharing arrangement against their common enemy Heinrich Himmler, sharing their combined popularity with the German public as a path to power. Bormann can also gain the support of either Himmler or the Werhmacht, and even both if he plays his cards right.
  • We ARE Struggling Together: It is very possible for all three factions of the civil war to continue to fight each other at the same time as both the Toronto Accords and the Soviet Union are invading.
  • Would Be Rude to Say "Genocide": Some of the initial decisions of Germany's game revolves around creating fake evidence to disprove the holocaust, then releasing it to the rest of the world.

Adolf Hitler

Role: Führernote
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
The Führer. Hitler created the ideology of National Socialism as it is known today, and brought Europe to it's knees with his expansionist wars of conquest. He is the only thing standing in the way of the Reich and total political chaos...
  • King on His Deathbed: While the Führer lays dying of liver cancer, his underlings scheme for influence and jockey for his favour, all in a bid to become his successor when he finally dies.
  • Minor Major Character: Hitler has little to no screen time within the mod itself, dying within a year into the game. Despite this, he is regarded in universe as the most powerful man in history, who single-handedly shaped the world into what it is today. His death is also what sets off the course of events that will determine the future of the Reich.
  • Straight Edge Evil: Hitler believes that the Aryan should not 'poison' his own body with drugs, alcohol, or tobacco. Some of his successors believe much of the same.
  • We Hardly Knew Ye: Due to his liver cancer, Hitler is not long for this world. Soon after the game begins, he'll die, setting into motion a bloody power struggle within the NSDAP.

Albert Speer

Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
The Architect. A man who wants to officially recreate the slave trade in Germany, Speer is an anomaly, in the sense that he has no set beliefs or values. Instead, he can go down three separate routes should he become Führer: a hardline approach to keep the status quo, a moderate reformist approach to take tamed steps in the right direction, or the extreme reformist approach, whose changes to the nation are matched only by Göring's.
  • Internal Reformist: Rather than having any moral qualms with slavery or the Holocaust, Speer is open to certain reforms because he wants the Reich to be more efficient at being evil.
  • MegaCorp: Speer forms the Alldeutsche Baufirma, a corporation designed to function as Germany's go-to construction contractor. All current and future government public projects will be contracted to this company, with material firms required to cooperate when the company requests.
  • Nepotism: Speer appoints his son Albert Jr., who has not even finished his education, as a secretary in the Alldeutsche Baufirma, in order to prepare for a time when the father finally decides to hand his corporate empire to his son.

Joseph Goebbels

https://static.tvtropes.org/pmwiki/pub/images/twr_joseph_goebbels.png
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
The Fanatic. Goebbels believes in National Socialism to an even greater extent than Hitler himself, and will take a very hardline approach to the nation should be become Führer.
  • Appeal to Force: Essentially his grand strategy; the Reich shall go to war with the Toronto Accord and anybody else that defies Germany's right to rule the world, and the superior killing force shall rule.
  • Attack! Attack! Attack!: Upon obtaining the "Saviour of the Aryans" trait, Goebbels gains a 70% increase to focusing on offense. To put that into perspective, the only AI modifier that beats that is Himmler's 90%, and he literally has to go insane to acquire it. Goebbels, completely unaltered, is just that kill crazy.
  • Badass Boast: After outlining his plans for global conquest, Goebbels dramatically warns the member states of Toronto Accord to "enjoy their last days on this Aryan Earth."
  • Commie Nazis: A possible outcome of his, or at least something close. While Goebbels was most famous in our timeline and during Hitler's life in mod as being the party's propaganda mouthpiece, and if he takes power in mod for promptly dragging the world on a fast track towards world war he was a member of the radical, anti-clerical left wing of the NSDAP that remained loyal to Hitler in the leadup to Operation Hummingbird. So if he takes power he will seek to implement more revolutionary and socialistic policies for Aryans throughout the Reich in addition to the war, though how radically he sticks to it depends on some choices made.
  • Earn Your Bad Ending: Josef Goebbels is the voice of the Nazi Party and has long been a representation of everything bad with the regime as a whole while also being leader of the remaining "loyalist" left-wing of the party. His taking power will entail a widening of the ongoing genocide and slave labor in the Reich and its vassals, trying to turn Germany into an ideal racist collectivist state, and putting it on the path to Total War with the Western World and beyond. Under AI control, he will almost certainly overreach, attack the Toronto Accord far too early, and get nuked into oblivion before the Reich is crushed militarily. But if he succeeds - probably under the control of a ruthless and skilled player - he is the Führer that is capable of leading National Socialism to Take Over the World.
  • Forever War: Goebbels believes that Germany must always be in a state of war against someone until they have absolutely taken over the entire world, subscribing to a doctrine known as 'Total War.'
  • Magikarp Power: Goebbels is an unusual monster that is hard for the AI and less skilled players to manage. He inherits all of the remaining dysfunctions of the Reich depending on if there was a civil war or not, his focus tree requires Germany to be at war in order for progress to be made, and he is encouraged to go after the Toronto Accord early, probably too early to have a realistic hope of defeating them in addition to occupation choices that might lead the Reich to collapse from garrisoning partisan ridden murder pits intensified by his brutality and genocide. However, he lacks many of the more counterproductive focuses of other successors like Bormann and is capable of reforming the Reich under his leadership. Most potently, he has virtually no limits on his ability to declare war, mobilize, or establish puppets and an almost-unprecedented attack bonus to help him do that; the consistent wars give him the ability to stay on a war footing perennially while the occupation choices allow him to either annex the territories to use their industrial and resource materials or establish loyal puppet dictatorships that can provide Cannon Fodder and more targets for his enemies to contend with. A cunning player controlling him can confront the Toronto Accord with not only a resurgent Nazi military but an unprecedented force of puppet government Battle Thralls from across the world in a war machine that stands a good chance of withstanding the TA's nuclear fire and industrial might to finish what Hitler could not and win the most decisive and undeniable victory of any Nazi successor.
  • Principles Zealot: Even by the standards of the other Nazi elites, Goebbels is very fanatical and bloodthirsty. He sincerely believes in the principles of National Socialism and is dead-set on taking the Final Solution further than anyone else sans Himmler and Heydrich. If he becomes Führer, it's shown that he has far greater ambitions than Hitler and even less restraint.
  • Propaganda Machine: Having long envisioned animation as an important tool of propaganda, once he becomes Führer, Goebbels will expand the Deutsche Zeichentrickfilme, providing them with the resources they need to preach National Socialism to the German youth.
  • Public Execution: One of Goebbels' first acts, after declaring the Reich's honorary Aryans 'subhumans disguised as Germans' and revoking their right of survival, is to execute Emil Maurice (Hitler's former chauffeur, whose great-grandfather was a Jew) live on television.
  • Take Over the World: Despite the fact that the mod is filled with Nazis, many of them avert this, merely wanting to hold on to what they have gained rather than acquire even more. Most only want to finish off the Soviet Union not to gain yet more unruly territory from the east, but to eliminate a constant threat. Goebbels, however, is more than enough for all of them, intentionally steering Germany on the path of total war to destroy America, and believing that Germany must be in a constant state of war against someone. And while the odds are slim, he can pull it off.
  • The Long Game: Horrifying inverted or at least played with. Goebbels as Führer prefers playing the Short Game. While most potential successors to Hitler (whether Fascist or Communist) favor playing a gradual long game of shoring up the Reich's continental domains and trying to outlast the Toronto Accord in a protracted Cold War, one of Goebbels's first action upon taking power is to declare his intent to wage a war to the death against the TA on a global life television broadcast and prepare for a sharp conventional war in which the victor shall dominate the Western World and be on a fast track to seize global dominance. His AI scripting and focus trees encourage him to brutally "clean up" recalcitrant former allies in Europe and try to reclaim Eastern Europe before going to war with the United Kingdom in a move that will most likely see him get either drowned out in a mixture of the unforgiving territory of Northern Eurasia and rushed by the Russian successors or blasted halfway to oblivion by Western Allied nukes before being chucked the rest of the way by a tide of TA airpower and naval landings. However, while his path is more direct and relatively short there is nothing preventing him from preparing the way by reshoring up the Axis alliance and conquering his way through Eurasia, and a properly prepared Goebbels is capable of fielding a much larger alliance against the Accord than any other anti-Western leader can.
  • Too Dumb to Live: Goebbels is unhinged enough that he will attempt a land invasion of the UK even though doing so will initiate a nuclear war with the Toronto Accord. While it's technically possible to beat the TA and take over Britain (and there's even events and leaders in the event that the Reich wins), doing so will result in mainland Germany being nuked and getting slammed with some incredibly harsh debuffs that spell certain defeat for Goebbels (in the hands of the AI, at least).
  • United Europe: The end of Goebbels's early game is focused on this, albeit indirectly, and unlike other versions (but very typically) he is all about using violence to obtain it, attacking wayward allies, rebellious colonies, and defiant neutrals in order to either conquer them directly or turn them into puppets.
  • War Hawk: Moreso than anyone else, Goebbels believes in the doctrine of Totaler Krieg (Total War), according to which the Reich must be in a constant military struggle with the corrupt world. During his inauguration ceremony as Führer, Goebbels announces Totaler Krieg on the Toronto Accord, and tells them to 'enjoy their last days on this Aryan Earth,' and will soon after dedicate the entire Reich towards an expansionist war against the United States.

Martin Bormann

https://static.tvtropes.org/pmwiki/pub/images/martin_bormann.jpg
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
The Iron Bureaucrat. Bormann has been planning the day he ascends to power for a long time, and refuses to let anyone or anything stand in his way of becoming the next Führer. His Reich is the one that most closely resembles Hitler's, with little to no actual changes being made. This is reflected in his primary political focus tree, which doesn't have a single focus dedicated to actually doing something about Germany, and is instead all about political maneuvering to secure his power.
  • Big Brother Bully: Bormann has no qualms about falsely accusing his brother of treason and then arranging for him to die by "suicide" while in captivity awaiting his trial.
  • Cain and Abel: Bormann is bitterly jealous of his brother Albert. Once he comes to power, Albert is arrested on false charges and ends up dead in his holding cell from cynanide poisoning under mysterious circumstances. The event text makes it ambiguous if Bormann had his brother murdered or if he was offered a cyanide capsule so he wouldn't have to endure the embarrassment of being put on trial.
  • Corrupt Politician: Bormann and his entire faction of the Nazi Party run on political corruption.
  • Despotism Justifies the Means: Bormann's entire modus operandi is to make himself the Führer and keep himself on that position forever.
  • Hoist by His Own Petard: Soon after coming into power, Bormann can fabricate a series of documents detailing an assassination plot against Hitler, in order to give himself an excuse to purge his rivals and solidify his power base. This eventually comes back to bite him, as the evidence of his forgery is brought to light, resulting in many important figures calling him to resign as Führer.
  • Smug Snake: Bormann's schemes can potentially blow up in his face and lead to him being removed from office.
  • State Sec: Bormann creates his own personal death squads to silence all opposition to his regime.
  • Thoughtcrime: Subverted. If Bormann goes down the rather ham fisted path of claiming that Hitler was murdered by traitors as an excuse to purge his rivals, he forms the "Committee of National Socialist Thought," giving them power to punish "Non-National Socialistic thoughts." But instead of acting as a thought police, it's just another tool for him to gain power, as "Non-National Socialistic thoughts" include any doubts that the Führer was killed.

Hermann Göring

https://static.tvtropes.org/pmwiki/pub/images/hermann_goering.jpg
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: Göring National Socialismnote
In-Game Biography Click to Show
The Reichsmarschall. Göring is the man who enacts the most drastic reforms of all the candidates, refusing to let ideology, politics, or principles stop him from doing what needs to pragmatically be done.
  • Allohistorical Allusion: One of the focuses Goering has is called "National Socialism With Goering Characteristics", which echoes Socialism With Chinese Characteristics, the official ideology of China from Deng Xiaoping's tenure on. Goering in essence serves as a Nazi version of Deng.
  • Anti-Villain: Göring is the closest thing that applies. As Führer, he works to perpetuate one of the most evil regimes in all of history, but at the same time, genuinely cuts back on it's worst elements and most brutal practices. He even believes in self-betterment: while his morphine addiction was "fine" back when he was just the Reichsmarschall, he knows that the Führer cannot be crippled in such a way, and actively works to kick it if he comes to power.
  • Compressed Abstinence: What Göring's efforts to quit morphine usually amount to. As Führer, he more than has the authority to order his doctors to cancel his treatment, and it usually takes around three to five tries to actually see results.
  • Functional Addict: While it certainly helps if he's off his addiction, Göring is perfectly capable of ruling the Reich while he's on morphine better than most can without being addicted at all. Even when he isn't declared Führer, he can still perform his job reasonably well.
  • Going Cold Turkey: How he handles his morphine addiction. Though the period usually lasts for a month straight rather than a few hours, the effect remains the same, with him being totally drug free by the end of it.
  • A Lighter Shade of Black: Hermann Göring, while notoriously corrupt, self-serving, and an unrepentant Nazi, is also pragmatic enough to cut away the worst aspects of National Socialism that were kept more for the ideology's sake than anything else, to the point of actively halting Operation Reinhard.
  • Only Sane Man: While there are genuine reformers and even democrats in Germany, the only strictly Nazi who isn't outright bonkers is Hermann Göring. He much prefers to pay lip service to the ideology of National Socialism, much like how OTL China does the same to Communism, in order to pass through his direly needed reforms without opposition. He's the Führer candidate with the highest potential success rate of avoiding the civil war, and can even prevent the TA itself from going to war with Germany, something no other candidate can.
  • Pragmatic Villainy: Göring is a greedy opportunist whose concern for any ideology, including Nazism, is much lower than his desire for wealth and power. As such, in order to maintain his own position, he has no qualms about pulling back on some of the excesses of Nazi Germany in order to keep it, and himself, afloat. He's the only real pragmatist in the upper echelons of the NSDAP.
  • Realpolitik: Göring will seek a détente with the Toronto Accord in order to avoid conflicting with the United States.

Ernst Kaltenbrunner

https://static.tvtropes.org/pmwiki/pub/images/ernst_kaltenbrunner_6.jpg
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
A potential leader for council Germany, Kaltenbrunner is a high ranking member of the SS that remains loyal to the government rather than defecting to Himmler. Once in power, he initiates a reign of terror worthy of the twin lightning, and forms a cult of personality around himself and his absolute authority.
  • Dragon with an Agenda: His abandonment of Himmler in favor of serving the rightful government can potentially lead to him becoming the Führer and eventually executing his old boss.
  • The Purge: Despite siding with the government against the SS, Kaltenbrunner is almost just as brutal and bloodthirsty as his hated rivals Himmler and Heydrich. He doesn't go quite as far as either of them but he's easily the most ruthless of all the council leaders.
  • The Starscream: Kaltenbrunner turned on Himmler and the rest of the SS in order to stay in the good graces of the rightful government.
  • State Sec: Kaltenbrunner was previously the chief of the Reich Main Security Office, meaning he was in charge of orchestrating the repressive activities of the Gestapo, the Kripo, and the SD. His rule sees him combining those agencies into one centralized security apparatus and using it to establish a massive police state.
  • Token Evil Teammate: While none of the council leaders are "good" by any stretch of the imagination, Kaltenbrunner is the most vicious and tyrannical of them all by a significant margin.

Arthur Seyss-Inquart

https://static.tvtropes.org/pmwiki/pub/images/arthur_seyss_inquart_0.jpg
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for council Germany, Seyss-Inquart is Hitler's close personal friend and fellow Austrian. His leadership is one of mild reform and successful governing, a moderate and safe option for Germany.
  • Corrupt Politician: Rather than fully clamping down on Germany's exorbitantly wealthy and corrupt oligarchs, he leaves them be as long as they promise their loyalty to him.
  • Four Eyes, Zero Soul: Inquart is a Nazi and a Hitlerist, intent on realizing the Germany the former Fuhrer desired, atrocities and all. He also just so happens to require corrective eyewear.
  • Internal Reformist: Not unlike Speer, Seyss-Inquart is a committed Nazi who wants the Reich to be more stable and efficient.
  • The Power of Friendship: Seyss-Inquart's friendship with Hitler (as well as the implication that he'll govern similarly) is one of his selling points for why the council should select him to be the new Führer.
  • Pragmatic Villainy: He makes certain mild reforms in order to keep the Reich from falling into total disarray.

Karl Dönitz

https://static.tvtropes.org/pmwiki/pub/images/karl_donitz_0.jpg
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for council Germany, Dönitz is Germany's top admiral that remains loyal to the government rather than defecting to the Wehrstaat. His rule will see a clamping down on corruption, and end to factionalism in German politics, and overall competent and effective leadership.
  • A Lighter Shade of Black: Dönitz is relatively bland and sensible compared to most of the Reich's other leaders, given that his tenure as Führer sees him reigning in corruption and easing the Reich's factionalism.
  • Insane Admiral: Dönitz is an inversion of this, as he's actually more restrained than most of the Reich's military commanders, who tend to be a lot more bloodthirsty, militaristic, and virulently racist than him (especially those who are commanders in the Waffen-SS).
  • Reasonable Authority Figure: Dönitz takes a more moderate and even-handed approach to his rule than the other council leaders.
  • Screw the Money, I Have Rules!: Dönitz detests the corruption of the Reich, and focuses more on destroying it than any other potential ruler.

Joachim von Ribbentrop

https://static.tvtropes.org/pmwiki/pub/images/joachim_von_ribbentrop.png
Role: Führernote  (Hitler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
A potential leader for council Germany, Ribbentrop is the Reich's foreign minister, and architect behind the Molotov-Rippentrop pact. His leadership will be one of corruption and tyranny, along with working to create his main goal of a European Union form of organization among Germany and its sphere of influence.
  • The Alliance: Ribbentrop presents his European Confederation as this to its member states, but in reality it's a deeply unequal "partnership" that gives the Reich even more power over Europe's smaller countries.
  • Corrupt Politician: Rather than reigning in the Reich's corruption, Ribbentrop lets it continue as long as he can find ways to personally benefit from it.
  • Defeat Means Friendship: Ribbentrop pardons Himmler for his actions during the civil war and enlists the SS to help him with suppressing any internal dissent to his rule.
  • United Europe: This is Ribbentrop's endgame, and the main focus of his focus tree. The extent of his success or failure depends on the player. Surprisingly enough for a Nazi, he seeks to create this through diplomacy rather than force.

Hans Krebs

https://static.tvtropes.org/pmwiki/pub/images/hans_krebs_9.jpg
Role: Führernote  (Bormann succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for Germany once Bormann is ousted, Krebs is an unremarkable general in the Reich who believes in the policy of 'Easy Politics:' There shall be no debates, arguments, or objections. He says he will do something, and everyone will applaud him, rather than trying to give their own input.
  • Appeal to Force: This is Krebs' entire deal once he forms his junta, right down to his first focus literally being called "Power comes from guns," the description of which saying that, since he has the most guns, he's in charge.
  • The Generalissimo: Krebs is a mediocre and low-rent version of this trope.
  • General Ripper: While he's not very expansionist, his entire rule is predicated on the implied violence he'll carry out against anyone who challenges his military dictatorship.

Fritz Sauckel

https://static.tvtropes.org/pmwiki/pub/images/fritz_sauckel.jpg
Role: Führernote  (Bormann succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for Germany once Bormann is ousted, Sauckel is the General Plenipotentiary for Labour Deployment, and a massive proponent of slave labor. His rule is the most corrupt path for Germany in the entire game.
  • Corrupt Politician: While TWR is filled with them, Sauckel's corruption is his only defining characteristic as a ruler.
  • Only in It for the Money: Sauckel has no real ideological convictions. He's only interested in lining his pockets at the expense of the Reich's vast slave population.
  • Slavery Is a Special Kind of Evil: As his focuses would suggest, slave labor is Sauckel's bread and butter.

Gerhard Klopfer

https://static.tvtropes.org/pmwiki/pub/images/gerhard_klopfer.jpg
Role: Führernote  (Bormann succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for Germany once Bormann is ousted, Klopfer is Bormann's political protégé, and rules suspiciously similarly to how Bormann did.
  • Meet the New Boss: Klopfer's policies represent a continuation of the status quo under Bormann.
  • Puppet King: Klopfer is heavily implied to be simply a means by which Bormann can continue his rule over the Reich despite being deposed.

Artur Axmann

https://static.tvtropes.org/pmwiki/pub/images/artur_axmann_6.jpg
Role: Führernote  (Bormann succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for Germany once Bormann is ousted, Axmann is the national leader of the Hitler Youth, and uses that political base-that being a base of teenagers and children-to seize and secure power.
  • Young and in Charge: While being forty himself by the time he seizes power, Axmann also begins to assign the Hitler Youth with greater regional and even national responsibilities as a means of securing his power base.

Kurt Daluege

https://static.tvtropes.org/pmwiki/pub/images/kurt_daluege.jpg
Role: Führernote  (Bormann succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
A potential leader for Germany once Bormann is ousted, Daluege is the national chief of the legitimate police force of Germany, the Orpo. His rule will see Germany transformed into a literal police state, with the Orpo replacing organizations like the Gestapo and SS and seizing control of their absolute power.
  • Bad Cop/Incompetent Cop: Daluege isn't quite on the same level of cunning and ruthlessness as Himmler or Heydrich are.
  • Police Are Useless: His focus descriptions make him sound significantly less effective than any of the SS leaders.
  • Police State: He implements one when he takes power, although the tone of the focus tree implies he's not nearly as driven or competent as Heydrich or Kaltenbrunner.

German Civil War

    Schutzstaffel Ordensstaat
https://static.tvtropes.org/pmwiki/pub/images/ss_flag.png
Flag of SS-Ordensstaat Germania
Flag of the Aryan Empire
Official Name: Schutzstaffel Ordensstaat, Greater German Reich (GCW victory), SS-Ordensstaat Germania (Himmler), Aryan Empire (Himmler, Aryan Empire path)
Ruling Party: Nationalsozialistische Deutsche Arbeiterparteinote , Nationalsozialistische Fraktionnote  (German Civil War)
Ideology: Esoteric Nazismnote
The result of the SS not being placated or disarmed during the power struggle, the Schutzstaffel Ordensstaat seeks to create a Germany where every aspect of life is dominated by the SS, much like Gotenland or Banat. Their defectors consists of anyone who has 'Schuttzstaffel Officer' trait, bringing in infamous names such as Otto Skorzeny, Sepp Dietrich, Paul Hausser, and even Felix Steiner and Hermann Fegelein. Many of their generals are notable more for their fanaticism and war crimes than their actual talent as generals. While it can be formed peacefully without the civil war, such an event requires the Wehrmacht to willingly submit to the SS, an outcome so unrealistic is has a mere fifteen percent chance of success.
  • The Empire: While every form of the Reich generally fits the bill, the SS gets special mention for being able to literally name themselves the 'Aryan Empire.'
  • General Failure: Not a single general in the SS has a skill rank above 3, and they only have one field marshal with a rank of 4. They were chosen more for their loyalty and fanaticism than actual talent, after all.
  • State Sec: The Schutzstaffel Ordensstaat is entirely led by the fanatical Nazi Party paramilitary.

Heinrich Himmler

https://static.tvtropes.org/pmwiki/pub/images/henrich_himmler.jpg
Emperor Heinrich
Role: Reichsführer-SS, Country Leader
Party: Nationalsozialistische Deutsche Arbeiterparteinote , Nationalsozialistische Fraktionnote  (German Civil War), Schutzstaffel, Burgunder Schutzstaffel (SS-Ordensstaat Burgund)
Ideology: Esoteric Nazismnote
In-Game Biography Click to Show
The Reichsführer-SS. Himmler is generally regarded as the worst and most evil man in Germany, even among his fellow Nazis. His occult beliefs, dystopic goals, and even potential insanity alienate him from many even within his own SS. Still, the influence he wields more than enough to make him a Führer candidate, and even if he is not selected, extreme methods of obtaining absolute power are not beyond him.
  • Big Brother Is Watching: One of the first actions Himmler takes in his national focus tree after coming to power is to begin surveillance on all Germans, and numerous focuses in his tree expands his national surveillance even further.
  • Book Burning: Once in power, Himmler will classify all Nazi literature as official documents and ban all kinds of non-governmental books, which he sees as a potential propaganda tool of Judeo-Bolshevism. Soon after this decree is issued, members of the SS Youth will storm people's houses and burn all such illegal books.
  • The Caligula: While we often deem Hitler, Goebbels, and other Nazis as "insane," they are, instead, merely evil to the point where normal people can't comprehend. Himmler, on the other hand, can literally become mentally and clinically diagonosed to be insane on an objective level.
  • Culture Police: After coming to power, Himmler launches a second Gleichschaltung that tries to create a unified Aryan cultural identity by massacring dissidents and creating extremely draconian cultural regulations. Even intellectual environments like mathematics and science are purged of "Jewishness" and "Aryanized" into new and twisted forms.
  • Dystopia Justifies the Means: Himmler believes in a very extreme form of Aryan supremacism, and also believes in using extreme totalitarianism to forcibly steer the nation towards his ideals. As such, should Himmler come to power, he will create a nightmarish nation that is even more totalitarian, oppressive, and supremacist than Hitler's Reich.
  • The Emperor: If Himmler goes nuts, he can dissolve the Reich and replace it with the Aryan Empire, with himself as the Emperor.
  • Go Mad from the Revelation: It's implied, albeit jokingly and mockingly, that Himmler hasn't gone insane to the point of thinking that ancient Germanic gods are visiting him in his sleep, but that ancient Germanic gods actually are speaking to him, and the answers they give are what drives him to madness instead.
  • Insane Equals Violent: If he goes insane, Himmler gains a whopping 90% increase to focusing on offense.
  • Madness Makeover: Upon losing his sanity and creating the Aryan Empire, Himmler will switch his SS uniform for ancient Germanic tribal clothing.
  • Psycho Serum: If he discovers the formula to create an ancient Tibetan medicine supposedly used to bestow the powers of Shangri-La upon an individual, Himmler tries it out personally, in an effort to 'find the answers.' If Germany is lucky, it will be harmless. If it isn't, Himmler literally goes insane, beyond what he already is.
  • Thoughtcrime: One of Himmler's pet projects tries to control the thoughts of individual Aryans and force them to train their thoughts to fully reject all ideas planted by the Reich's enemies. Violation of this pattern of thinking is considered a "loss of Aryaness" and will be subjected to punishment from the Schutzstaffel.
  • Villainous Breakdown: Any faction in the German civil war can start going down darker and darker paths if it drags on for too long, but only Himmler is insane enough to flat out nuke Germania proper if he doesn't get what he wants quick enough.

Reinhard Heydrich

https://static.tvtropes.org/pmwiki/pub/images/reinhard_heydrich_6.jpg
Role: Country Leader (Himmler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
In-Game Biography Click to Show
Ruling over the SS-Ordensstaat Gotenland as Governor since the end of the war, Heydrich can be elected Reichsführer-SS if Himmler is removed from office or is killed.
  • Allohistorical Allusion: Like Mao Zedong's Little Red Book, Heydrich institutes his own Little Black Book, a collection of quotes, wisdom and brevity of the Reichsführer. Freely handed out to citizens of the Reich, they are expected to recite not less than 70% of the book's content at a moments notice. Failure to do so could result in 'appropriate punishments.'

Hans Lammers

https://static.tvtropes.org/pmwiki/pub/images/hans_lammers.jpg
Role: Chief of the Reich Chancellery, Country Leader (Himmler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
Chief of the Reich Chancellery, he can be elected into power in the Ordensstaat if Himmler was ousted or killed. His rule will see a restoration of the NSDAP, a sidelining of SS extremists, rehabilitation of their enemies in the civil war, and generally a return to the status quo, with more of an SS bias than total SS control.
  • Hanging Judge: Despite being less abhorrent than the other SS leaders, Lammers is this by default given that he's a prominent figure in the Reich's judiciary system.
  • A Lighter Shade of Black: Lammers is relatively moderate and even-handed compared to Himmler or Heydrich, although that isn't saying a lot given that he's still an evil Nazi judge.
  • Meet the New Boss: His focus tree has him reeling in the worst excesses of the SS while maintaining the pre-war status quo as much as possible.
  • Red Right Hand: Lammers' portrait emphasizes his lazy eye and the intense, haunting gaze that he makes in just about every photo of him that exists. Even without knowing anything about him or his crimes, it immediately makes him look creepy and malevolent.

Josias zu Waldeck und Pyrmont

https://static.tvtropes.org/pmwiki/pub/images/josias_von_waldeck_und_pyrmont.png
Role: Country Leader (Himmler succession)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
The spitting image of the Nazi aristocracy, Josias only comes to power if Himmler goes insane, at which point he will lead a coup against him to end his madness. He will destroy Himmler's esotericism, denounce his rule as false, and generally restore a hint of sanity to the Reich, though certainly not any freedoms.
  • Aristocrats Are Evil: Being in the Schutzstaffel by itself is already a sign of being evil, but being high ranking enough to successfully coup Himmler is another level. Despite all of this, he's actually the least evil of all routes for the SS.
  • Even Evil Has Standards: Despite the SS as a whole being utterly unrepentantly evil, they at least prefer their evil to be enforced with an element of sanity. Himmler going off the deep end will result in a coup by some of the more sensible members, with Josias leading them.
  • A Lighter Shade of Black: Compared to Himmler, Heydrich and Lammers, Waldeck-Pyrmont is the most 'moderate' leader among the SS, though that's an absurdly low bar.
  • Nazi Nobleman: He is both a high-ranking member of the SS and the head of the Princely House of Waldeck-Pyrmont, something that comes up in a few of his focuses.

    Emergency Wehrstaat
https://static.tvtropes.org/pmwiki/pub/images/twr_junta.png
Flag of the German Reich
Flag of the German People's State
Official Name: Emergency Wehrstaat, Greater German Reich (GCW victory), German Reich (Speidel/Halder/Olbricht), German People's State (Oster)
Ruling Party: Militärregierungnote
Ideology: National Socialism
The result of Bormann or the SS failing to disarm the Wehrmacht to grant an advantage to said SS, or else the state of affairs becoming so chaotic that the generals deem it necessary for the heer to step in to restore order, the Emergency Wehrstaat, while filled to the brim with hardcore Nazis, is also the faction that is most likely to care more about functioning government and military supremacy than ideology. Defectors to their side include anyone with the 'Wermacht Sympathizer' trait, including big names such as Erich von Manstein, Erwin Rommel, Heinz Guderian, and Claus von Stauffenberg, which just so happens to coincide with the most skilled and talented generals the Reich has to offer. While they can seize power without plunging the nation into civil war, to do so requires them to fully disarm the SS, and Himmler isn't going to take that lying down 85% of the time.
  • Military Coup: The Emergency Wehrstaat comes into existence after a coup launched by the Heer against the German civilian government.

Erich von Manstein

https://static.tvtropes.org/pmwiki/pub/images/erich_von_manstein_5.png
Role: Country Leader
Ruling Party: Militärregierungnote
Ideology: National Socialism
Widely regarded as the greatest general the Reich has to offer, he is second in popularity to the German public only to Rommel himself, and is the natural choice to lead the Wehrstaat with Rommel's disinterest in ruling.

Franz Halder

https://static.tvtropes.org/pmwiki/pub/images/franz_halder.png
Role: Country Leader (Manstein succession)
Ruling Party: Militärregierungnote
Ideology: National Socialism
The former chief of staff of the OKW, he seeks to recreate the old Nazi regime as accurately as possible, though with far more military control over political matters.
  • Meet the New Boss: Halder seeks to maintain as much of the old regime as possible, while keeping the Heer in power.

Friedrich Olbricht

https://static.tvtropes.org/pmwiki/pub/images/olbricht.jpg
Role: Country Leader (Manstein succession)
Ruling Party: Militärregierungnote
Ideology: Third Positionismnote
An important member of the reserve army, Olbricht wants to turn Germany into a Prussia-style army with a state, caring little for the ideology of National Socialism.

Hans Speidel

https://static.tvtropes.org/pmwiki/pub/images/twr_hans_speidel.png
Role: Country Leader (Moderate coup)
Ruling Party: Militärregierungnote
Ideology: Third Positionismnote
The leader of the reformist faction of the Heer, he intends to transform Germany from a Hitler-style dictatorship to a Mussolini-style dictatorship, while getting rid of many of the racial laws that govern society.
  • Les Collaborateurs: Speidel can make a deal with Goralenvolk collaborators to create an autonomous Polish-Goralenvolk Protectorate in the former Generalgouverment territories.
  • The Coup:
  • A Lighter Shade of Black: Although he is still a fascist, Speidel does not believe in the Nazis' racial purity theories and prefers to turn Germany into an orthodox fascist state, like Mussolini's Italy, and repeal the Nuremberg Laws.
  • The Purge: In order to maintain power and avoid being deposed by Rommel, he needs to purge the military of hardline Nazis who would otherwise support Rommel's coup.

Erwin Rommel

https://static.tvtropes.org/pmwiki/pub/images/twr_erwin_rommel.png
Role: Country Leader (Moderate coup, Anti-Moderate coup)
Ruling Party: Militärregierungnote
Ideology: National Socialism
In-Game Biography Click to Show
An erstwhile ally of Spiedel, he becomes disilussioned from his leader after his reforms 'go too far' in his eyes. He will coup Spiedel and restore National Socialism, before retiring from rulership once his job is done.
  • Cincinnatus: Rommel comes to power by overthrowing Hans Speidel in a coup. Once he thinks he has fulfilled his duty of saving the Reich, he'll step down and hand power back to the restored NSDAP under Hermann Esser, because he is not interested in ruling.
  • The Coup:
  • Evil Reactionary: Rommel is a hardline Hitlerist who seek to reverse Hans Speidel's reforms and return Germany to how it used to be under Adolf Hitler.
  • Retired Monster: If he successfully cedes power back to the NSDAP, Rommel fully retires not just from governing, but from the military itself. You can't assign him as a general or a field marshal afterwards.
  • Retirony: Rommel can be purged by Spiedel precisely before he intends to perform his final duty to the Reich by restoring civilian rule.

Hans Oster

https://static.tvtropes.org/pmwiki/pub/images/twr_hans_oster.png
Role: Country Leader (Moderate coup, Democratic coup)
Party: Abwehrfraktion
Ideology: National Conservatismnote
The only high ranking Nazi who isn't actually a Nazi, Oster, in seizing power, has successfully worked within the system to destroy the system, bringing in a new, democratic age for Germany free from the stains of National Socialism.
  • Allohistorical Allusion: The flag used for the German People's State is the Wirmer Flag, which was to be used if the 20 July plot had succeeded.
  • Clear Their Name: One of Oster's first actions after taking power is to rehabilitate Henning von Tresckow, who was executed for treason, murder and espionage after his failed 1948 coup, declaring him one of Germany's first 'righteous among the nation'.
  • The Coup:
  • Dark Is Not Evil: Germany under Oster, despite being an anti-Nazi democracy, retains the dark grey color of the Wehrstaat.
  • Internal Reformist: Oster seeks to lead Germany back onto the correct path by releasing political prisoners, forming a cabinet of like-minded people (including a social democrat) and restore the suspended constitution.
  • Necessarily Evil: How Hans Oster justifies sticking with the Nazis after all these years: He's in a much better position to tear down National Socialism as a powerful internal figure than some fringe rebel, after all.
  • Rage Within the Machine: Despite being a general in the Wehrmacht, Oster has no love for Nazism and has worked tirelessly to free Germany from the brainwashing and tyranny of the Nazi regime. His path under the banner of the German People's State is the only way for Germany to become a democracy outside of the People's Germany rebellion, while also keeping the territories it conquered from other countriesnote .

Hermann Esser

https://static.tvtropes.org/pmwiki/pub/images/hermann_esser.jpg
Role: Führernote  (Rommel steps down)
Party: Nationalsozialistische Deutsche Arbeiterparteinote
Ideology: National Socialism
An old friend of Hitler, Rommel will declare him to be the new Fuhrer after restoring civilian rule in Germany to the NSDAP. His leaderships consists of little more than coasting off the legitimacy Rommel gave him and attempting to reclaim the eastern RKs.
  • Dark Horse Victory: The odds of Esser coming to power are more astronomical than almost every other path in the whole game, as it's contingent on every other potential Führer getting killed during the civil war and Rommel being the one to lead the Emergency Wehrstaat.
  • Dark Secret: The focus where Rommel hands him absolute power makes note of how carefully they will have to hide his past from the media.
  • Ephebophile: Esser fell from grace from the inner circle of the NSDAP after raping the underage daughter of a businessman.
  • Even Evil Has Standards: Hitler and the upper echelons of the NSDAP were repulsed by his sexual misconduct, although their decision to exile him from mainstream politics probably had more to do with optics than them having any moral qualms with what he did.
  • Unexpected Successor: Esser is quite literally the least likely candidate to become Führer in the entire game. For him to even be in contention, Every single previous successor on this list-Göring, Goebbels, Speer, Bormann, Himmler, Heydrich, Lammers, Josias, Seyss-Inquart, Dönitz, Kaltenbrunner, Ribbentrop, Daluege, Klopfer, Axmann, Krebs, and Sauckel-all have to be dead, lost to the civil war. And even then, he can only come to power if Rommel is in charge, and he still needs to beat out Manstein, Olbricht, Halder, and Speidel for such a position. He is quite literally the only Nazi left with even a hint of legitimacy at this point, so the job automatically falls to him. The only scenario that it's even remotely comparable to would be if the President of the United States and the next 17 officials of the line of succession were all killed at once, leaving someone below even that to fill in the role, completely unprecedented.
  • Would Hurt a Child: This is what made Hitler and his inner-circle distance themselves from Esser.

    People's Germany
https://static.tvtropes.org/pmwiki/pub/images/peoples_germany_flag_imperfect.png
Flag of German People's Republic (Guidance path)
Official Name: People's Germany, German People's Republic (GCW victory)
Party: Volksfrontnote
Ideology: Radical Socialismnote
A rag-tag group of unarmed, unsupported, and often at odds with each other rebels and milita who only rise up after the civil war drags on for too long, giving time for the people to become disillusioned with National Socialism. They have no unified ideology: communists, monarchists, and democrats alike stand united to purge the Nazi scum from their homeland. This does, however, lead to significant infighting, even before they achieve victory...
  • Dark Horse Victory: People's Germany can only appear at the first place if the German civil war goes on for too long, allowing more radical ideologies like communism to grow when Nazism is increasingly discredited by the drawn-out civil war. Then after that, the rebels must defeat the Wehrmacht, the SS and the German goverment itself in order to assert their control over Germany.
  • Defector from Decadence: Many members of the anti-Nazi resistance are former members of the NSDAP who became disillusioned with how they ran Germany, and defected to the side of the resistance.
  • Full-Circle Revolution: It is completely possible for People's Germany to become a highly authoritarian socialist state under leaders like Willi Stoph or Erich Mielke, or to slide back into a different form of Nazism under Otto Strasser.
  • Ragtag Bunch of Misfits: The leadership of People's Germany spans the entire political spectrum from communists to ex-Nazis, and it can adopt nearly every ideology in the game.
  • La Résistance: People's Germany is made up of German socialists, democracy supporters and disillusioned fascists, all united in their desire to see the Nazi regime fall.
  • The Revolution Will Not Be Vilified: Though People's Germany has a few evil paths, it has far more morally upstanding paths and clearly holds the moral high ground over Nazi Germany overall.
  • Revolving Door Revolution: Ending up with a People's Germany led by the FDJ (Free German Youth, Freie Deutsche Jugend) involves a long series of government replacements, starting with People's Germany winning the German Civil War, the Councilists coming to power and then getting couped by the Revolutionäre Kommunistische Front, who put Marshal Willi Stoph's junta in power, and ending with the FDJ couping Marshal Stoph when they're sick of his dictatorship.

Role: Country Leader (Democracy Path)
Party: Demokratische Parteinote
Ideology: Traditionalist Conservatismnote

  • Good Old Ways: Adenauer's conservatives seek to maintain German traditions, protect the country from the Communists, and restore some semblance of order to Germany.
  • In Spite of a Nail: Adenauer was the first Chancellor of the Federal Republic of Germany in our world. He can still lead Germany in this world, under far different circumstances than he did historically.

Bertha Thalheimer

https://static.tvtropes.org/pmwiki/pub/images/twr_bertha_thalheimer.png
Role: Country Leader (Guidance Path)
Party: Vereinigte Volksfront (Revolutionary)note
Ideology: Luxemburgismnote

  • Chummy Commies: Thalheimer is a council communist who seeks to establish Germany as a free and democratic socialist republic, discrediting Stalin's authoritarianism.
  • Old Soldier: Bertha is an old-school Luxemburgist who participated in the 1918 Spartacist Uprising. Should she become the Chairwoman of People's Germany, she has the opportunity to fulfill the goals of the revolution decades after it was brutally suppressed by the Friekorps.
  • Taking Up the Mantle: Thalheimer is one of the last surviving revolutionaries of the Weimar era, and vows to honour Rosa Luxemburg's legacy should she be elected Chairwoman.

Erich Mielke

https://static.tvtropes.org/pmwiki/pub/images/twr_erich_mielke.png
Role: Country Leader (Guidance Path)
Party: Vereinigte Volksfront (Marxist)note
Ideology: National Communismnote

  • Dirty Communists: Mielke is one of the worst possible leaders for People's Germany after Willi Stoph and Otto Strasser due to his oppressive policies.
  • Emergency Authority: Soon after taking power, Mielke gives himself sweeping emergency powers, apparently to carry out reconstruction and restore stability. At the end of his political tree, he declares a permanent state of emergency, effectively turning him into Germany's new dictator.
  • The Purge: After becoming Chairman of Germany, Mielke will start an extensive process of denazification, which ends up to be little more than an excuse for him to purge everyone else.

Willi Stoph

https://static.tvtropes.org/pmwiki/pub/images/twr_willi_stoph.png
Role: Country Leader (Guidance Path)
Party: Vereinigte Volksfront (Marxist)note
Ideology: Stalinismnote

  • Allohistorical Allusion: Stoph's ideology of "New Dawnism" has more than a few similarities to North Korean Juche.
  • Being Tortured Makes You Evil: Stoph became more extreme and ruthless after being imprisoned by the Gestapo and tortured for years.
  • Dirty Communists: Stoph turns Germany into an equivalent of real life North Korea, with a basis on the concept of permanent revolution and children driving tanks. His route has been described as the worst one People's Germany can take.
  • Fallen Hero: Or "even more fallen villain." Stoph was already a totalitarian Communist, but he was part of an anti-Nazi resistance network within the Wehrmacht that had been cooperating with partisan cells across the Reich prior to his imprisonment by the Gestapo in. When he's freed after the People's Germany revolution succeeds, he's... not quite the same as he was before.
  • General Ripper: Marshal Stoph's "New Dawnism" ideology advocates for a very jingoistic and austere version of Stalinism.
  • Sanity Slippage: Stoph was never a particularly good man, but in this timeline, Stoph has become much more brutal and extreme following a long period of imprisonment by the Gestapo.

Otto Strasser

https://static.tvtropes.org/pmwiki/pub/images/twr_otto_strasser.png
Role: Country Leader (Guidance Path)
Party: Deutsche Sozialistische Arbeiterparteinote
Ideology: Strasserismnote

  • Back from the Brink: The Strasserist movement was virtually annihilated decades prior to the start of the game, but it can potentially make a tremendous comeback if the Nazi regime falls and Otto somehow manages to come to power.
  • Commie Nazis: As a particularly stubborn SA radical on the Nazi Party's left-wing who was purged by Hitler in the Night of the Long Knives, Strasser will implement a form of leftist National Socialism in Germany if he becomes Chairman.
  • Dark Horse Victory: The odds of Otto coming to power in most playthroughs are slim at best, given that it's contingent on the People's Germany rebellion happening (which it doesn't always), it beating all the Nazi factions, Otto being allowed to return to Germany, and then him getting selected from among several other potential leaders.
  • A Lighter Shade of Black: Strasser is still a chauvinist and a German supremacist, but he's opposed to militarism, implements certain worker-centric social policies, and is generally more restrained compared to the Nazis (possibly because he's forced to abide by the newly-founded political system of People's Germany and because Peoples' Germany coming to power involves Germany's military and economy collapsing).
  • The Remnant: Strasser is one of the last surviving ideologues of the Strasserist movement, which was wiped out decades ago.
  • Sole Survivor: Otto is one of the last remaining members of the Strasserist old guard who evaded Operation Hummingbird.

German Occupations

    German Confederal Union
https://static.tvtropes.org/pmwiki/pub/images/twr_prison_germany.png
Official Name: German Confederal Union
Ruling Party: United Nations Provisional International Authority for Germany
Ideology: Authoritarian Democracynote
The Toronto Accords occupation authority over Germany if they intervened in the German Civil War and defeated all Nazi factions while People's Germany does not exist. Nicknamed "Prison Germany", the German Confederal Union is a thoroughly disarmed, heavily deindustrialized, and completely decentralized Confederation under the direct supervision of the United Nations, ensuring that Germany will no longer become a threat to world peace.
  • Allohistorical Allusion: The flag used for the Confederal Union is the exact same as the Allied-occupied Germany's C-Pennant that was used for German shipping, though without the swallowtail.
  • Balkanize Me: The UN balkanizes the core Reich territories as much as possible, releasing the Low Countries (either as a unified Benelux Republic or as three independent nations), Poland, Czechia, and Switzerland. The Confederal Union itself is officially a balkanized Confederation consisting of a multitude of independent states, though it is represented as a singular nation on the map.
  • The Federation: Germany is completely dissolved into a series of individual decentralized states under the TA/UN occupation to further ensure that Germany will never threaten the world again.
  • The Remnant: A small amount of Nazi terrorist holdouts still exist in occupied Germany, and the UN will have to spend some time clearing them out.

Ideology: Fascism

  • Foreign Ruling Class: The Oran Free State is the state of the pied-noirs and European-born colonists, and while their starting position in the Algerian War downplays this trope (the reason they can consolidate around Oran is that they constitute a majority in the area), their goal is to re-establish and secure their dominance over Algeria.

Official Name: Danish State, SS-Ordensstaat DänemarkTr. (SS puppet state), Kingdom of Denmark (Toronto Accord liberation)
Ideology: National Socialism
Through Nazi racial policy, a generally cooperative government, and little strategic interest, Denmark managed to remain mostly sovereign, even under the German boot, until in 1947, when the Nazis installed a military junta after the democratic government was rumored to be in contact with the Toronto Accord. It now awaits it's fate of one day becoming just another Reichskommissariat.
  • Regime Change: Following rumors of contact between the Danish government and the Toronto Accord, the German Reich organized a coup and installed a military junta in Denmark to make sure the country would remain subservient to them.

    Union State of Norway
https://static.tvtropes.org/pmwiki/pub/images/flag_of_nasjonal_samling.png
Official Name: Union State of Norway, Kingdom of Norway
Puppet States: Reichskommissariat NorwegenTr. (Nazi Germany), SS-Ordenstaat NorwegenTr. (SS), Soviet State of Norway (Communist), Transitional Authority of Norway (Toronto Accord liberation)
Ideology: Fascism
When attempts to turn Norway into a full Reichskommissariat fell through, Hitler instead chose to form a friendly puppet government, led by the infamous collaborator Vidkun Quisling. Quality of life is high, but freedom remains low, especially as the looming spectre of German domination threatens to take back what little autonomy has been granted if given the opportunity...

Vidkun Quisling

https://static.tvtropes.org/pmwiki/pub/images/quisling.png
Role: Country Leader
Ideology: Fascism

  • A Lighter Shade of Black: Quisling is the archtypical traitor and Nazi collaborator, who participated in a Nazi-backed coup during the German invasion of 1940 and the brutal repression and genocides of his own countrymen. However, he is a sincere patriot who desires Norway to march alongside the Reich rather than behind it. The early stages of Norway will focus on the political struggle between himself and the even-more-pro-Nazi Jonas Lie.
  • The Quisling: Norway is ruled by the Quisling, though funnily enough, he is not as much of a total puppet as others who fall under the same trope. He actively seeks an independent Norway, though is willing to remain within the German sphere of influence to accomplish this. This is in stark contrast to Jonas Lie, who turns Norway into an SS-Ordensstaat.

Role: Reichskommissarnote  (Reichskommissariat Norwegen)

Jonas Lie

https://static.tvtropes.org/pmwiki/pub/images/jonas_lie.png
Role: Country Leader (SS puppet state)

  • The Quisling: Manages to be an even bigger example of The Quisling than Vidkun Quisling. While Quisling seeks an independent, Fascist Imperial Norway that is alligned with Nazi Germany but able to govern itself and pursue its own interests, Jonas Lie wishes for greater integration into the Reich and to turn his own country into an Ordensstaat of the SS.

Official Name: Kingdom of Sweden
Puppet State: Swedish Rik (Nazi Germany), Ordensstaat SchwedenTr. (SS), People's Republic of Sweden (Communist)
Ruling Party: Sveriges Socialdemokratiska arbetarepartinote
Ideology: Social Democracy
Managing to avoid getting caught up in the wars in which Germany secured dominance, Sweden is now in a unique position to play a dangerous game: Remaining in contact with the Toronto Accords while retaining ties to the Nazi regime. If they can pull it off, they can secure themselves as a full member of whichever side wins without having to ever actually fire a shot.

Ruling Party: Kansallinen Edistyspuoluenote
Ideology: Social Liberalismnote

  • Evil Colonialist: Until 1952, Finland has officially maintained a policy of removal for non-Finns in Karelia, who have been rounded up in containment camps and deported into German occupied territory, but this has been inefficient due to budget cuts.
  • Please Select New City Name: The cities of Murmansk and Petroskoi (Petrozavodsk in Russian) were renamed Muurmanni and Äänislinna following Finland's conquest of Russian Karelia and the Kola Peninsula in World War II.

  • Dark Horse Victory: The victory of Susitaival in the Finnish election is the most surprising possible result.
  • Day of the Jackboot: During the Night of the Cudgels, the Fascists will attempt to march on Helsinki, which would mark the end of Finnish democracy.
  • Tyrant Takes the Helm: If Susitaival is elected, he'll replace Finland's democracy with a dictatorship, and in order to achieve his goal of a Finnish ethnostate, he'll rescind the Swedish language's official status and invade Sweden to claim its Meänkieli-speaking regions.
