Rocky and Bullwinkle

    Rocket J. "Rocky" Squirrel

The main protagonist of the series and Bullwinkle's best friend.

  • Accessory-Wearing Cartoon Animal: All he wears is a helmet and goggles. In some pieces of merchandise, he wears a scarf.
  • The All-American Boy: Or "squirrel" rather.
  • Badass Adorable: Rocky is a boy scout in a squirrel skin and flying goggles. An upstanding and beloved citizen of Frostbite Falls, Minnesota for his vast heroics with his pal Bullwinkle J. Moose. A member of the Lightfingers Five Minus Two ("Buried Treasure" story) even lampshades this:
    He's rough on rats!
  • Beware the Nice Ones: Rocky is the nicest squirrel you could ever want to meet, but don't mess with his friends.
  • Big Damn Hero: Until he became Bullwinkle's sidekick.
  • Catchphrase:
    • "Hokey smoke!" (Later it became "Hokey smokes!")
    • "Again?" (when Bullwinkle tries his Pull a Rabbit out of My Hat routine)
    • "That trick never works!" (also when Bullwinkle tries his Pull a Rabbit out of My Hat routine)
    • "And now here's something we hope you'll really like." (usually said after the above routine fails)
    • "That voice. Where have I heard that voice before?" (whenever he meets Boris in disguise)
    • "But... but..." (Tends to say this when he's overwhelmed and nobody's listening to him.)
    • "Alley..." "...oop!" (Shared with Bullwinkle, who sometimes flings Rocky into the air to get him flying.)
  • Deadpan Snarker: He tends to be sarcastic towards Bullwinkle.
  • Decoy Protagonist: Sure the show was initially titled "Rocky and His Friends", but the show was more centered around Bullwinkle.
  • Fragile Speedster: He's a lot smaller and a lot swifter (both physically and mentally) than Bullwinkle.
  • Goggles Do Nothing: Averted, since he wears his goggles over his eyes when he's actually flying. But he always has them perched on his head when just walking around, which is usually the case.
  • Heterosexual Life-Partners: With Bullwinkle, of course.
  • Hypercompetent Sidekick: He's a lot more on the ball than his friend, and he's usually the one coming up with the actual plans and foiling the villain. But the show treats Bullwinkle as the protagonist more often than not.
  • Nice Guy: He's very polite and kindhearted.
  • Meaningful Name: His full name is Rocket J. Squirrel, fitting for someone who can fly to rival any high-tech flying machine.
  • New Powers as the Plot Demands: Sometimes Rocky glides like an actual flying squirrel, complete with "wings", with Bullwinkle throwing him. Sometimes, his flight is self-propelled.
  • Not So Above It All: While usually presented as the Only Sane Man, he does have his moments of ditziness. These become a lot more prominent on the 2018 revival.
  • Only Sane Man: He's the most rational of the duo.
  • Out of Focus: Even when he had top billing in the first two seasons, there were a lot of Bullwinkle-centered plots. Nevertheless, each story in those seasons ended with "Be sure to catch the next exciting adventure of Rocky the Flying Squirrel!"
  • Shorter Means Smarter: He's much smarter than Bullwinkle.
  • Species Surname
  • Undying Loyalty: He is firmly loyal to his best buddy.

    Bullwinkle J. Moose

Voiced by: Bill Scott (1959-64), Keith Scott (1998-2000), Tom Kenny (2014), Brad Norman (2018-present)
The second protagonist of the series and Rocky's best buddy.

  • The Big Guy: He's pretty strong and weighs 200 imaginary pounds.
  • Breakout Character: 2nd main example after Yogi Bear, Bullwinkle became so popular, that during the third season, the show was titled The Bullwinkle Show and the narrator often called it "Bullwinkle and Rocky". He also was the host of NBC's cartoon block as a puppet. If that's not the least of it, he even has his own Chuck-E-Cheese-like establishment.
  • Catchphrase:
    • "Jumpin' G. Horsefat!"
    • "Hey, Rocky! Watch me pull a rabbit outta my hat!"
    • "You know there's sort of an echo around here?"
    • "Alley..." "...oop!" (Bullwinkle shares this catchphrase with Rocky. He says the first word when he flings Rocky into the air to get him flying.)
  • Dreadful Musician: As proven in Metal-Munching Mice.
  • Dumb Is Good: Very stupid, but very friendly and good-natured.
  • Dumb Muscle: And how!
  • Heterosexual Life-Partners: With Rocky.
  • Incredibly Lame Pun: Which annoys Rocky.
  • Genius Ditz: Bullwinkle is as dumb as a brick, but he's also an awesome athlete and he sure is pretty talented. And as shown in the "Banana Formula" arc, he can remember everything he ever ate.
  • Kindhearted Simpleton: He's a sweet moose, but not the brightest one around.
  • Malaproper: Uses malapropisms now and then, including "Jumpin' G. Horsefat!"
  • Mighty Glacier: Bullwinkle's much bigger and stronger than Rocky, but he's also a lot slower both physically and mentally.
  • Moose Are Idiots: He might as well be the trope poster for this.
  • Simpleton Voice: Always had one in both the original cartoons, to The Movie, to the 2018 series.
  • Super-Strength: Or "his mighty moose muscle" as the narrator puts it. He sometimes uses it to throw Rocky into the air to start him flying.
  • Took a Level in Badass: In The Movie, he manages to help defeat Fearless Leader and his minions and send them flying. Mainly due to the fact that he was very annoyed.

Boris is a Pottsylvanian spy for Fearless Leader, who is always carrying out devious deeds to take over the world and most all...eliminate moose and squirrel.

  • Big Bad: Of some episode arcs, when he's not working for Fearless Leader or Mr. Big.
  • Bond Villain Stupidity: He always thinks of silly ways to get rid of Rocky and Bullwinkle.
  • Butt-Monkey: He's always getting the short end of the stick.
  • The Cameo: He appeared briefly on Hoppity Hooper in "Colonel Clabber" and "Oil's Well at Oasis Gardens".
  • Catchphrase; A lot of arcs ended with him asking Natasha to "Sharrup [her] mouth!"
    • Also, when in disguise he tends to make his entrance with "allow me to introduce myself!"
  • Chronic Backstabbing Disorder: Because first rule of Pottsylvania is "Double cross everybody."
  • Dastardly Whiplash: Boris dresses in black, has a mustache. And he’s as nasty as they come. He even has an Evil Laugh.
  • Funny Foreigner: Speaks with a Russian accent and is always getting hurt or screwed over in some way.
  • It's All About Me: His first priority is always his own betterment and life.
    Fearless Leader: Badenov, the moose cannot die. If the moose dies, the plan dies.
    Boris: [watching Bullwinkle's oncoming death-by-cannon eagerly] How 'bout that?
    Fearless Leader: And if the plan dies, Pottsylvania dies.
    Boris: How 'bout that?
    Fearless Leader: And if Pottsylvania dies...[pulls out pistol and gives a Death Glare] You die.
    Boris: [shaking in fear] How 'bout that?
  • Jerkass: And how!
  • The Napoleon: He's short, but he has a large temper.
  • No Indoor Voice: He never whispers.
  • Not Even Bothering with the Accent: A Running Gag is that with every single disguise he does, he always keeps his Pottsylvanian accent, even when his alias is supposed to be from another country such as England.
  • Paper-Thin Disguise: At least Once an Episode.
  • Punny Name: His surname is a play on "bad enough" and on the name of Russian czar Boris Godunov.
  • Red Eyes, Take Warning: In early episodes, Boris had red sclerae, which were eventually changed to white for the rest of the series.
  • Voice Changeling: Can do a perfect Bullwinkle impression, as shown during the Bullwinkle and Rocky Fan Club's telethon.

    Natasha Fatale

Boris's partner in crime and also Ms. Pottsylvania.

    Fearless Leader

Portrayed by Robert De Niro (2000)
The main villain of the series and the leader of Pottsylvania.

    Mr. Big 
Voiced by Bill Scott
The actual leader of Pottsylvania, who's usually seen as a sinister silhouette when giving orders.

  • Batman Can Breathe in Space: The end of the Upsidasium arc showed Mr. Big floating away into outer space. The Metal Munching Moon Mice arc reveals that he ended up on the moon, somehow without suffocating on his way there.
  • Big Bad: Of the Upsidasium and Metal Munching Moon Mice arcs.
  • The Dreaded: Both Fearless Leader and Boris rightfully fear this man. Hell, even our heroes (who aren't exactly that good at remembering their foes) respond with fear when they learn he's the mastermind of the Metal Munching Moon Mice arc.
  • Greater-Scope Villain: Is this to Fearless Leader as mentioned in the Jet Fuel Formula arc.
  • Mister Big: It's his name, after all. He uses a light to cast his shadow on the wall in an attempt to look intimidating, but in reality is no taller than a mouse.
  • No Celebrities Were Harmed: His voice is patterned after that of Peter Lorre.
  • Pintsized Powerhouse: Despite his tiny stature, there's a very good reason Boris and Fearless Leader both fear him. When Boris accidentally makes his flying saucer crash at the end of the Metal Munching Moon Mice arc and ruins his plans, Mr. Big gives him a No-Holds-Barred Beatdown so bad that the narrator refuses to show it onscreen. All we get is a comedic Gory Discretion Shot and the word CENSORED on the screen.
  • Too Dumb to Live: At the end of the Upsidasium arc, he tries to escape with a bar of the anti-gravity metal, forgetting that, well... it causes an anti-gravity effect. And he stubbornly refuses to let go even as he's rising up to the moon.
  • You Have Failed Me: Mr. Big is enraged at Boris for his failures at the end of the Metal Munching Moon Mice arc. He gives Boris a No-Holds-Barred Beatdown so bad that the narrator says it can't be showed onscreen. Instead, we get a comedic Gory Discretion Shot and the word CENSORED on the screen.

    Captain Peter "Wrongway" Peachfuzz 
Voiced by Paul Frees
The worst sailor who ever lived. He is often seen helping Rocky and Bullwinkle in their endeavors.
  • The Alleged Boss: As revealed in "Jet Fuel Formula", he was a poor sailor, but he inherited 100 million dollars from a dead relative and bought the U.S.S. Andalusia and became its captain in name only, while true sailors piloted the ship.
  • Cloudcuckoolander: As Rocky points out, "They don't call him 'Wrongway' Peachfuzz for nothin'!"
    Bullwinkle: You mean they have to pay him?
  • Early-Installment Weirdness: In the "Jet Fuel Formula" arc, he spoke more like a stereotypical parrot. It wasn't until "Upsidaisium" that he got his more recognizable speaking voice.
  • Lord Error-Prone: He's so consistently wrong that a tribe of island natives use him as a weather predictor—by expecting the opposite of his weather predictions.
  • No Celebrities Were Harmed: His voice is modeled after Ed Wynn.
  • No Sense of Direction: He can't even pilot a helicopter right-side-up.
  • Put on a Bus: He is not seen after the fourth season arc "Banana Formula". In fact, he didn't even appear in a lot of media, including the 2000 film, for a long time, until the 2014 animated short.

    Gidney and Cloyd (The Moon Men) 
Voiced by Bill Scott (Gidney) and Paul Frees (Cloyd)
A duo of inhabitants from the Moon and two of Rocky and Bullwinkle's allies/friends.
  • Fade Out Fade In: The two Moon Men would do this on occasion, due to their unbelievable alien powers.
  • Heel–Face Turn: The two started off as enemies plotting to capture Rocky and Bullwinkle before they can rediscover the rocket fuel formula. After their fuel became empty (not knowing that Boris and Natasha stole it behind their backs), they became friends and our heroes used the formula to send them back home to the Moon.
  • Only Sane Moon Man: Gidney is mostly this to Cloyd, whenever the latter is scrooch happy or would often miss the point.
  • Put on a Bus: The two were never seen again after the "Missouri Mish Mash" story arc in season 3.
  • Sean Connery Is About to Shoot You: During their first appearances in "Jet Fuel Formula", Cloyd is seen drawing his Scrooch Gun directly at the viewer.
  • Unwitting Pawn: To Mister Big in the Metal Munching Moon Mice arc, being tricked by the villain into thinking the titular mice were going to be harmless messengers.

Mr. Peabody and Sherman

The smartest being in existence and Sherman's master/professor. He invented the WABAC machine for Sherman as a birthday gift.
