Main Duo
Misane Mikoto
The protagonist of the game. For more info, see Characters.One Bit Heart.
- Heroic BSoD: At the last Interrogation, Misane's lost all will of ever solving the case she won't even try to press any subject. All she can do reveal her thoughts to the Big Bad, leaving herself vulnerable to his brainwashing.
Yoshi Nanase
The secondary character of the game. For more info, see Characters.One Bit Heart.
- Dangerous Forbidden Technique: A minor example, but Nanase's ability to view and analyze the world as numbers is treated as this, due to it having the potential to overload his mind and shorten his lifespan. Misane chides him when she notices him using it.

Koza Nozaki
The son of the hotel owner.
- Kindhearted Cat Lover: He loves his three cats, and when the power outage happens, he is willing to risk a scolding by his dad just to make sure one of them is safe.
Arumu Hatanaka
A reporter looking for a big scoop.
- Camera Fiend: She is never seen without her camera, and is twice introduced taking a photo from far away.
- Genki Girl: She is notes as being very energetic by the other characters in her job as a reporter.
- Going for the Big Scoop: She is willing to stay in the hotel, even when it becomes clear that there is a Serial Killer on the loose, simply so she can get a scoop.
- Intrepid Reporter: She hangs around Misane and Nanashi to get info on the cases they tackle.
Shinobu Kasuga
A man who seems to just be the hotel gardener. In truth, he is the main antagonist, a serial killer operating under an alias.
- The Bad Guy Wins: He pulls off all his murders, and though he fails to get Misane to kill Nanase, he still incapacitates them long enough to escape.
- Big Bad: He is the Serial Killer behind all the cases who manipulates the other culprits into murder.
- Bitch in Sheep's Clothing: He is polite and friendly to everyone, but only to manipulate people.
- Compelling Voice: His voice can shape the thoughts of others, allowing him to manipulate them.
- Contrasting Sequel Antagonist: Mikado Aisaka was a Well-Intentioned Extremist who went out of his way to avoiding killing people, did not really control his minions, and ultimately gave up his plans. Shinobu is a Serial Killer who does everything For the Evulz, controls his pawns throughout the story, and gets away with everything.
- Faux Affably Evil: He acts very polite even when confessing to being a Serial Killer.
- Final Boss: He is the last culprit, and the final Interrogation is against him.
- For the Evulz: When asked for his motive in perpetrating his crimes, he says that he has no motive.
- Hopeless Boss Fight: The last case he creates is a bunch of locked room murder mysteries that are so complex and with very little clues to go on with that any attempt to solve it leads to nowhere. It was designed to break Misane's resolve and making her vulnerable to his brainwashing.
- Indirect Serial Killer: He uses his Compelling Voice to manipulate people into either murdering or commiting suucide, never dirtying his own hands.
- Karma Houdini: He gets off scot-free after several senseless murders with no penalty beyond Misane and Nanase being the only people aware of his actions or existence.
- Laser-Guided Amnesia: He is able to invoke this; none of the culprits remembered who helped them commit murder.
- Manipulative Bastard: He uses his Compelling Voice to pressure all the culprits into committing murder, and even talks people into suicide.
- Mind Manipulation: His Compelling Voice allows him to shape a person's thoughts and mind.
- Psychic-Assisted Suicide: In the final case, he uses his Compelling Voice to talk various guests into killing themselves.
- Villainous Face Hold: He does this to Misane during one interrogation with her.
Teruhi Yukisaku
The hotel mechanic.
Merue Ujou
A young girl and the daughter of Shitsuna. She is the culprit of the first case.
- Arc Villain: The culprit of File 01 as the killer of Shitsuna.
- Enfante Terrible: Despite being a tiny child, she is one of the murderers of the game.
- Graceful Loser: When exposed as the killer, she calmly confesses everything.
- Happily Adopted: At first, she had a good life under Shitsuna, and loved her adoptive sister.
- I Never Said It Was Poison: Her pointing out that her mother died in the rotating room is something she could not have known unless she is the killer.
- Self-Made Orphan: She kills her mother. Though subverted as she is adopted and already was an orphan.
Shitsuna Ujou
The mother of Merue and the victim of the first case.
- Good Parents: Apparently was this to both Merue and her sister early on, though that changed when the sister died.
- We Hardly Knew Ye: She gets all of one conversation with Misane and one other appearance before her death.
- You Should Have Died Instead: After saving Merue from a car at the cost of her other daughter dying, she tells Merue that she should have died instead.
Mikehito, Chatz, and Sanclaws
Koza's cats.
- Chekhov's Gunman: They initially appear to just be cute cats, but turn out to have played an instrumental role in Shinobu's plans, as he put listening devices on them to help him seek out victims for manipulation.

Ashley Haika
A piano player from the Blue Sun College of Music. One of the Blue Sun Trio.
- Horrible Judge of Character: Even when it becomes increasingly obvious that Namoto is the culprit, she refuses to believe that he could be a killer.
Namoto Tsukishiro
A piano player from the Blue Sun College of Music. One of the Blue Sun Trio. He is the culprit of the second case.
- Arc Villain: The culprit of File 02 as the killer of Sataka.
- I Never Said It Was Poison: His statement that Sataka got wet on his front, when this was never announced, outs him as the killer.
- Make It Look Like an Accident: His plan was to give Sataka a mix of beer and cold medicine while he was in the footbath, killing him and making it look like he got drunk and drowned.
- Vitriolic Best Buds: Namoto claims that he and Sataka have this kind of relationship, which gets exacerbated when they're both drinking. Subverted; it's later revealed that they actually do hate each other, but get along with each other for Ashley's sake.
Sataka Fushimi
A piano player from the Blue Sun College of Music. One of the Blue Sun Trio. He is the victim of the second case.
- Driven to Suicide: After Namoto leaves him to die, he downs poisoned wine (that he himself planned to kill Namoto with) to make sure the poison is detected so that his death is not ruled an accident.
- The Perfectionist: Why he had his falling out with Namoto- he repeatedly criticized the latter over his less-than-perfect performances.
- Vitriolic Best Buds: Namoto claims that he and Sataka have this kind of relationship, which gets exacerbated when they're both drinking. Subverted; it's later revealed that they actually do hate each other, but get along with each other for Ashley's sake.
Nomare Mizuchi
A boy who is the main witness to what occurred in the second case.
- Bratty Half-Pint: He tends to act rudely towards just about everyone, which makes solving the case a little more difficult.
- Idiot Hair: He has one sticking out of his hood.
- In the Hood: He wears a white hood with black cat ears.
