The Eyeless

    In General
  • Bad Guy Bar: They operate one in Upper Cyria District called the Spector Club, which caters exclusively to Eyeless members and sells both plagued spirit and sanguine infusions.
  • Cult: The Eyeless are a criminal organization that dabbles in the occult, particularly through drugs, potions and bonecharms. The innermost circle is a reclusive cult in the mountains that seeks enlightenment in the Void, and is a successor to the original cult that first created the Outsider.
  • Equal-Opportunity Evil: The Eyeless' membership includes individuals from across Karnaca's social classes, and their operations range from back-alley fight clubs to upscale dens of vice.
  • The Heavy: While the main target for Billie and Daud is The Outsider blaming him for all the chaos and destruction committed by his black magic, the latter seems quite indifferent on whether or not they do succeed in killing him. The Eyeless, meanwhile, are a powerful cult that has ties to the Outsider's history and possesses the Twin-bladed Knife needed to kill him, so they serve as the main opposition for Billie and Daud during the story.
  • Higher Understanding Through Drugs: The Eyeless manufacture several grotesque drugs intended to provide the user with glimpses into the Void.
  • Mook Carryover: Many witches from Breanna Ashworth's cabal, depowered by the sabotage of the Oraculum, have fallen in with the Eyeless. They consider the cult's lower rungs to be a bunch of superstitious posers, but without their magic they're little better than the street thugs.
  • A Tankard of Moose Urine: One of the Eyeless' creations is "plagued spirit" bull rat liquor, which as the name suggests is created using Pandyssian bull rats, and even has a rat stuck inside each bottle. The vile concoction is alleged to grant visions of the void, since rats are associated with the Outsider. The drink has a horrible stench, however, and the player can use bottles of plagued spirit as improvised stink bombs, stunning enemies as they gag and choke.

    Jeanette Lee

Jeanette Lee

The Eyeless lieutenant and former witch of Delilah's coven, who runs a fight club in the Albarca bathhouse. Lee kidnapped Daud to force him to fight for her, which brings her to Billie's attention.
  • Bullying a Dragon: Lee doesn't know who Daud is, but forces him to fight for her. When Billie frees Daud, he uses his powers to instantly defeat every Eyeless in the bathhouse still standing.
  • Killed Offscreen: While Billie can spare Lee's life, a newspaper article in the second mission reveals that no one survived the guard's subsequent raid on the bathhouse.
  • Starter Villain: She's the first target in the game and she's considerably easier to reach than the later targets.

    Ivan Jacobi

Ivan Jacobi

Voiced by: Ben Lepley
A city administrator who is secretly one of the leaders of the Eyeless.
  • Driven to Suicide: If Billie completes the optional sidequest to prove him guilty of murdering Cienfuegos and doesn't kill Jacobi, upon visiting his apartment in the next quest she will discover that Jacobi killed himself.
  • Evil Cannot Comprehend Good: In the audiolog detailing his murder of Cienfuegos via exsanguination, he asks if the dying man is receiving any visions of the void or the future in his final moments. Cienfuegos instead gasps out the name of his daughter, Teresia. Jacobi confuses this for a genuine prophetic message, and is left angrily demanding to know more when the pharmacist expires.
  • Four Eyes, Zero Soul: Ivan Jacobi wears glasses but he's a member of the Eyeless and a soulless psychopath who loves sanguine infusions, i.e draining the blood of poor people via a pump and then having that blood mainlined via needles just for the sick high. He murdered Eleuterio Cienfuegos this way, and kept a flask of his blood for a later infusion.
  • Tempting Fate: While rehearsing his speech, Jacobi asks his guards to ensure that he won't accidentally fall down the stage's trapdoor. One of the achievements is ensuring that Jacobi does fall down the trapdoor.
  • You Have Failed Me: If Billie doesn't kill Jacobi and doesn't prove him guilty of murdering Cienfuegos, Michaels has him killed for failing to protect his key.

    Shan Yun

Shan Yun

Voiced by: Paul Nakauchi
A popular opera singer who is secretly one of the leaders of the Eyeless.
  • Mad Artist: Having fallen into a creative rut and grown disillusioned with his own fame, Shan joined the Eyeless in the hope of finding new inspiration in the occult, and eventually rose to a leadership position. He's particularly fascinated by the idea that people can glimpse the Void while at death's door (and he's already grown tired of the "borrowed death" of sanguine infusions).
  • Reclusive Artist: He almost never leaves his house, thanks to his numerous stalkers and some bad experiences with the press.
  • Screw This, I'm Outta Here: If Billie doesn't kill Shan Yun, he flees to his homeland of Tyvia, presumably to avoid backlash from Michaels over losing his key.
  • Sickeningly Sweethearts: With Eolina Rey, the owner of the Red Camellia tattoo parlour. They exchange multiple fawning letters, and she's the only visitor allowed to come and go from Shan's home as she pleases, by way of a secret knock on the door — Something Bille can't help but roll her eyes at.
  • Villain with Good Publicity: Shan Yun is a major celebrity, but is secretly one of the leaders of a murderous cult.

    Eleuterio Cienfuegos

Eleuterio Cienfuegos

A pharmacist and talented painter who was brutally murdered sometime before the events of the game.
  • Mad Artist: He kept painting the same subject over and over again, the Void. As Billie notes, he was obsessed with it, to the detriment of his family. His own daughter Teresia, should Billie return her the painting from an auction rejects it as a keepsake feeling it's done enough harm to her already.
  • Morality Pet: His daughter Teresia. According to Jacobi's notes and an audiograph, his last words as he was attached and drained off his blood from an exsanguiniation machine, was her name. Teresia for her part loves her father but is critical for the difficulties his obsessions brought is family.
  • Posthumous Character: He was killed before the events of the game.
  • Redemption Equals Death: Cienfuegos attempted to redeem himself by giving sensitive Eyeless information to the Overseers. The Eyeless responded by having him brutally murdered.

    Dolores Michaels

Dolores Michaels

Voiced by: Siedah Garrett
The owner of the Michaels Bank, who is secretly one of the leaders of the Eyeless.
  • Canned Orders over Loudspeaker: Her bank is protected by lavishly customized clockwork sentinels, which speak with recordings of her voice rather than that of Kirin Jindosh. They seem to be used to deliver advertisements to clients of the bank during their idle patrols, while prompts tied to combat usually have Michaels angrily scolding a theoretical intruder or absolving the bank of legal blame for civilian injury.
Clockwork Sentinel: Dear future patron: If you wish to open an account, please return during the bank's normal operating hours.
  • Can't Kill You, Still Need You: Her likely fate, as killing her invalidates an optional contract that forbids Billie from killing anyone in the bank.
  • Disproportionate Retribution: When Eleuterio Cienfuegos betrayed the Eyeless, Michaels not only had him killed, but also went to the trouble of bankrupting his family and repossessing all of their property.
  • Immortality Seeker: Her journal states this as her motive for joining the Eyeless; for what is the material wealth of a banker compared to eternity? This distinct drive sees her earmarked for induction into the true Cult of the Outsider, which expects its members to be The Unfettered and sacrifice all ties to the mortal world.
  • Karma Houdini: If Billie doesn't kill Michaels, she receives no comeuppance. Well, no onscreen comeuppance. A lot of literature you can find in and around the bank indicates that it's trading heavily on its reputation for impregnability. Once Billie breaks into the vault, that reputation is dust and Michaels herself is the face of her company. She's also managed to mislay one of the most valuable magical artifacts in the world, and the rest of her cult isn't known for its forgiving demeanor. It's safe to assume Michaels is about to have a very rough time of things.

    Outsider Cultists
The innermost circle of the Eyeless, a monastic cabal of void worshippers residing within Shindaerey Peak.
  • Evil Makes You Ugly: Constant exposure to the Void has caused their flesh to slowly crystallize into the same black slate found in the abyss. This gradual transformation ends with them becoming Envisioned.
  • Superpowered Mooks: While they don't have outright void magic like the Brigmore Witches, some Outsider Cultists have black bonecharms that allow them to perform superhuman physical feats:
  • The Unfettered: Members of the cult are expected to forsake all mortal bonds, including family, wealth and personal possessions, in pursuit of enlightenment within the Void. Any hesitation or regret is grounds for execution. Their Establishing Character Moment sees a pair of cultists killing one of their number for treating rats as pets, and expressing fear at the thought of becoming Envisioned.
  • Villain in a White Suit: They all wear white aristocratic clothing.

    Envisioned
Members of the original cult that created the Outsider, the Envisioned have lost their humanity to the Void and become the guardians of the Ritual Hold.
  • Aloof Ally: Their only concern is protecting the Ritual Hold and moving according to their inscrutable timetable. Human members of the Cult of the Outsider are tolerated, but the Envisioned make no effort to communicate and will kill any Cultist who attempts to approach the Ritual Hold in defiance of their laws.
  • Kung Fu-Proof Mook: Envisioned cannot be eliminated non-lethally, and are also immune to drop assassinations, sliding attacks and stealth attacks. Envisioned are also highly resistant to fire and electricity, and cannot be staggered with a parry.
  • Mook Maker: In combat, Envisioned can repurpose the corpses of slain cultists into Void Effigies. If you kill the Envisioned, all Effigies they created will immediately die as well.
  • Reviving Enemy: When it takes enough damage, an Envisioned will collapse to the ground and be vulnerable to a coup de grace with the Twin-bladed Knife. If left alone, they'll regenerate and stand back up.
  • Rock Monster: They resemble thin, misshapen humanoid figures made from floating chunks of void stone.
  • Teleportation: They can teleport in the same fashion as the Outsider himself, splintering into a swarm of little shards.
  • True Sight: They cannot be fooled by Semblance, in case the player gets the idea to pose as an Outsider Cultist.
  • You Will Not Evade Me: One of their attacks is a harpoon-like strike that can reel the player in if it connects.

    Void Effigy
Lesser monsters created by the Envisioned, using the corpses of slain cultists.
  • Kung Fu-Proof Mook: Like their big brothers, Effigies cannot be eliminated non-lethally. However, unlike Envisioned, Effigies are still vulnerable to normal lethal tactics, like stealth attacks or counters.
  • Rock Monster: They resemble misshapen humanoid figures made entirely of void stone. Compared to the Envisioned, Effigies are a brown-ish color, have regular-ish human legs, and lack a discernible face.
  • Super Spit: They spit acid as a ranged attack, which leaves a damaging cloud.

The Abbey of the Everyman

    Lena Rosewyn

Lena Rosewyn

Voiced by: Diane Michelle
High Sister of the Oracular Order. Rosewyn is currently investigating the Royal Conservatory for heresy left behind by Breanna Ashworth and her followers.
  • Nice Job Fixing It, Villain: Investigating the Conservatory, she's found the silvergraph plates and evidence compiled by Cienfuegos, but is wasting time mulling the choice of whether to destroy them or send them home for study, which gives Billie the chance to steal them.
  • Seers: Capable of having visions of potential future events. In her case, she's been having visions of the impending end of the Outsider, which she ironically fears will rob the Abbey of its purpose.

    Alvaro Cardoza

Alvaro Cardoza

Voiced by: Michael Manuel
A Roving Vice Overseer currently assisting Rosewyn's investigation of the Conservatory.
  • Can't Kill You, Still Need You: The contract for killing every member of the Abbey within the Conservatory makes an exception for Cardoza — You're told to knock him out and strap him into one of his torture chairs in the basement, so that the client can have the pleasure of dealing with him personally.
  • Cold-Blooded Torture: His experiment in "curing" the captured witches involves exposing them to the Abbey's music boxes, which cause physical harm to those touched by the Void, even after the witches under Ashworth lost their powers. By the time Billie enters the conservatory, every witch has died from this treatment save for a traumatized survivor still in the holding cell.
  • I Love the Dead: His audiograph reveals that he is aroused by examining the corpse of a female witch. He presumably stopped short of having sex with her corpse, but the thought clearly crossed his mind.
  • Knight Templar: Has no qualms with torturing people to death as part of an experiment to "cure" the spiritual corruption of witches.
