Lou

Voiced by: Tobey Maguire, Neil Patrick Harris (Cats & Dogs 2)

A recently adopted puppy who's thrown unexpectedly into the war between dogs and cats.

  • Jumped at the Call: Lou's Establishing Character Moment involves flinging himself through the air in order to escape his idyllic life on the farm.
    "Don't you guys want to do something exciting?"
  • Odd Name, Normal Nickname: The unimpressed Scott names him Loser, which his mother later shortens to Lou. Butch soon appears to recruit Lou into the secret canine organization meant to safeguard humans from wicked felines. When Butch asks what goofy name the humans gave him, Lou responds, "Lou." Expecting a Stock Animal Name, Butch is taken aback by this.
  • To Be Lawful or Good: When forced to choose between preserving dogkind (as his superiors command him to) or saving the lives of his human family, he chooses the latter.
  • Wide-Eyed Idealist: Lou initially sees only the glory of spy work, not the danger or isolation of it. Similarly, he trusts that the Big Bad (who at this point has made several attempts on his life) won't renege on their deal.
  • You Are in Command Now: Come the second film, and he has since become the leader of the DOG organization.

Butch

Voiced by: Alec Baldwin

A veteran spy; leader of the local dogs.

  • Fantastic Racism: He will risk his life unhesitatingly in defense of any dog. Humans? Not so much.
  • Freudian Excuse: After Butch's humans essentially abandoned him, he came to believe that all humans were as fickle.
  • Green-Eyed Monster: Butch criticizes Lou for loving the Brodys, in part because of his own conflicted feelings about the humans he loved.
  • Married to the Job: Split up with Ivy because he believed that his job had to come first. It's unclear whether he even has a life outside of spying (as opposed to Peek and Sam, who at least socialize sometimes.)
  • My Master, Right or Wrong: Admits he's "sorry that things had to turn out this way" after the Council agrees to sacrifice the Brodys, but discourages Lou from disobeying their orders.
  • Uptight Loves Wild: He used to have a thing with Ivy, until their personality differences grew insurmountable. Things are still awkward between them.

Ivy

Voiced by: Susan Sarandon

A nomadic ex-spy who's recently returned to town.

Peek

Voiced by: Joe Pantoliano

A local operative who provides field support.

Buddy

A bloodhound spy who used to belong to the Brody family only to be "Cat-Napped".

  • Butt-Monkey: In the beginning of the film, while chasing after a cat, Buddy gets wacked by a tree branch and is constantly hit by a woman with a broom for ruining her pie.
  • Small Role, Big Impact: After Buddy gets captured by the cats, his role of protecting the Brodys will have to be passed down to a replacement puppy.

    Cats 

Mr. Tinkles

Voiced by: Sean Hayes

The movie's Big Bad, a cat plotting to make all humanity allergic to dogs.

  • Bad Boss: He is murderously harsh with his underlings.
  • Brutal Honesty: He hates everyone and makes sure they know it, often flying into rages at the slightest provocation.
    "Because I hate you."
  • Card-Carrying Villain: When consulted by the new agents of DOG in the second film to find Kitty Galore, he says this:
    "Look, I can't help you fight other villains, alright?"
  • Cats Are Mean: He is a cat, and a jerkass on top of that.
  • Cats Are Superior: See his Catchphrase.
  • The Chain of Harm: Being only a cat, Tinkles can't directly fight back against humans, so he wages war on dogs instead. It doesn't hurt that his fellow cats need humanity and despise dogs, so they're more willing to help him attack the latter.
  • Character Catchphrase: "Cats rule!"
  • Disproportionate Retribution: He hates the maid taking care of him just because she dresses him up in cute pet outfits.
  • Equal-Opportunity Evil: He hires both Russian and Japanese mercenaries to attack Lou. Oh, and mice.
  • Evil Is Hammy: Boy, is it ever.
  • Fluffy the Terrible: He did not choose his name.
  • Freudian Excuse: Zigzagged and eventually subverted. Tinkles' life as a pet is embarrassing, but the dogs he attacks have nothing to do with it; they're just more convenient scapegoats.
  • Hair-Trigger Temper: Whenever Sophie forces him to wear outfits that cute and frilly. “Evil does not wear a BONNET!” he shouts behind her back.
  • Laughably Evil: It is hard not to find Mr. Tinkles hilarious to watch, partly due to his pettiness and arrogant personality.
  • Surrounded by Idiots: As with any typical villain in a family film, Mr. Tinkles has to put up with his clueless henchmen, including Calico, his embarrassing mother-figure Sophie and his comatose owner Mr. Mason. In fact, he is perfectly willing to kill all of them once he gets his way. See Brutal Honesty with Calico above.
  • Would Hurt a Child: He leaves Scotty Brody to burn to death in the climax.
  • You Have Outlived Your Usefulness: He is not afraid to kill his owner and henchmen once he takes over the world, especially Calico due to irritating him one too many times, and Sophie for giving him an embarrassing lifestyle.

Calico

Voiced by: Jon Lovitz

Mr. Tinkles' serious but still pretty stupid henchman.

Kitty Galore

Voiced by: Bette Midler

The second film's Big Bad.

PAWS

Voiced by: Phil LaMarr
Kitty's second-in-command.

Top
