Each Molotov takes up a whole space of inventory and it won't be long before you quickly run out if you plan on using them. With this in mind, their best use would be against Psychopaths but Paul is (likely) the penultimate boss of the main story, leaving only Larry. Paul is also no longer present in Overtime Mode, meaning there are no means of getting any more cocktails. Coupled with the fact the TrueFinalBoss Brock is forcibly fought unarmed, there is not much use for the weapon at all.
