In one case, Bugs Meany was going to smuggle a rare coin out through his hot dog. The way Encyclopedia, as well as you, are "supposed" to know that he is suspicious is because he spread mustard on top of relish. Because "Nobody who likes hot dogs would do that". Admittedly, within the context of TheSixties, it does make a bit of sense as squeeze bottles didn't come about until TheEighties, so condiments were applied via butterknife and thus spreading mustard on top of Relish ''would'' make a mess.
