Matter of fact, Vice Dean Laybourne, who also serves as head of the Greendale A.C. Repair School, commands more power and influence than Dean Pelton himself.

** Renji Abarai has definitely become this in the epilogue where he's still serving as Byakuya Kuchiki's Lieutenant despite being more than qualified to be a Captain, even more so than Ikkaku and Sasakibe, thanks to the training at the Royal Palace having elevated Renji's power and skills, and unlike Ikkaku, Renji has mastered his Bankai in its truest form, and he has never hidden his Bankai like Ikkaku and Sakakibe. Rukia, [[spoiler:whom he's married to]], gets promoted to Captain in the epilogue, and two more vacant Captain positions were filled by Isane and Iba in-between the final arc and the epilogue. Given the fact that Isane and Iba were OutOfFocus for most of the series and aren't known for being powerful Shinigami, especially since they lack Renji's training from the Royal Guards, it's clear that Renji's choice of remaining a Lieutenant is his.

But when the Minister of Coal comes with 2 armed guards to press-gang and send them to 'a classified location', he refuses to budge unless they tell him where to and why. He then dares the soldiers to kill him and his crew, but warns them that they won't be able to take them all out, and whoever's left [[NoHoldsBarredBeatdown will beat the everlasting piss out of them.]] The Minister of Coal then reveals what he knows to Glukhov, that they're going to Chernobyl to help with the effort there. Twelve years later, she's often consulted for tactical advice by her fellow humans. Because she's been a janitor on a warship rather than a soldier for her whole sapient life, she hasn't been at risk as often and so has been able to reach an unusual age and accrue a depth of experience that makes her respectable, while also generally being overlooked in a way that soldiers and command staff aren't. When the inciting incident of ''Terminal Alliance'' happens and the whole crew of the warship except for Mops and her sanitation team are taken out, she's able to lead them to not just contain the immediate situation but make a great deal of progress. ** Sanji's constantly doing more covert work for the crew, and is one of the top 3 fighters, but lacked even a bounty until the Enies Lobby Arc. His 177 million bounty after the Dressrosa arc isn't even the third-highest. It's the fourth, right behind Usopp's bounty of 200 million, despite being near equal strength to that of Zoro and Luffy, both of whom have bounties that are in the ''hundreds'' of millions. [[note]]Given that bounties are based on the overall threat a pirate presents to the World Government, with strength in a fight being only one factor in judging that threat, if the Government knew of Sanji's skill as an infiltrator and saboteur it's very possible that he'd end up with a higher bounty than Zoro.[[/note]] Then you add in that horrible sketch they put as his first bounty picture, which makes him near unrecognizable, and that's when you figure out why fans call "Black Leg" Sanji TheChewToy of ''One Piece''. [[spoiler:However, as of the end of the Wano arc, Sanji's bounty has shot up to 1,032 million, making his bounty the fourth highest in the entire crew, behind Luffy's, Zoro's, and Jinbei's.]]

* ''VideoGame/FinalFantasyVIIRemake'': Roche is a SOLDIER Third Class, which is odd to see considering that he's very skilled and capable of holding his own against Cloud. All other similarly-ranked [=SOLDIERs=] you encounter are barely better than the usual Shinra mook. It's likely that his WildCard nature and frequent team-killing in pursuit of a good fight keeps him from rising the ranks.

** Roche’s status as this may actually hint towards the fact that SOLDIER ranking system is ultimately worthless. Especially when it’s revealed [[spoiler:Cloud who was a grunt infantryman, not even a SOLDIER, could defeat Sephiroth TheAce PersonOfMassDestruction First Class SOlDIER running him through the Buster Sword and throwing him into the reactor (even after Sephiroth had impaled him). Granted Cloud did have personal factors [[UnstoppableRage empowering him]], Sephiroth had killed his mom, slashed up his childhood sweetheart and set fire hometown ablaze —but even Sephiroth couldn’t believe it as Cloud was overpowering him. Regardless Cloud probably should’ve passed his SOLDIER training and CameBackStrong Sephiroth certainly doesn’t take to this blow to his reputation lying down tormenting Cloud whenever he can]].
