However, he is stopped in the last moment by the old master cat... who turns out to be Itchy in disguise, who holds Scratchy so the lord can cut the cat into ribbons. So, basically, Itchy, disguised as the cat master, spends years training Scratchy before disposing of him when he could have just done it at the beginning.
