Please explain to me in details what makes That One Sidequest section a YMMV? How did some of those players consistently perform so well in Level 3?

"Extremely strict when it comes to detecting the player’s inputs" comes across to me as an understatement, as it tends to feel unresponsive. More often than not, I can get away connecting between the dots that are far apart with a borderline unprofessional looking line, yet can get penalized from a good-looking and accurately-connected line between short-distanced dots. How is that even fair?

Sometimes, the minigame would register as if I lifted the stylus off the screen while I was really sliding across. Maybe it was my light pressure on the touch screen to avoid damaging it, and now HAL is encouraging me to roast it?

There is a recent-ish Game FA Qs thread on Canvas Curse board that mentions the way that the player instead of holding the stylus at an angle like writing a text, doing it upright and focusing on hand movement helped the OP a lot. I'm a bit skeptical given the same trick didn't work on my end, but perhaps the pro Paint Panic players can chime in about it?

The DS, 3DS and Wii U Game Pad touch screens all have their surface slipperier than a regular sheet of paper that makes the slipups even easier, especially on the smaller handhelds. By the way, I was playing that minigame on my OG DS, DS Lite and OG 3DS, all of which have their touch screens manually calibrated, and I barely scored over 10 000 points on Level 3.
