I think it would count as a nerf. It's less powerful overall.

Hello. I want to add an example but I don't know if it's accurate. It's about the Big Mushroom getting nerfed. In the first Super Mario Maker, you could break blocks by running into them at full speed, alongside hitting them from above or below, but in this game it's only possible to break those blocks from above or below, running into them no longer affects them. I really don't know if that counts as a Nerf or not...
