It probably is once was in the past. Back in its heyday when there's a new megaman game every one or so years apart. Capcom wouldn't have done this if the sales weren't enough to support such rapid releases. Nowadays it's no longer the case so I guess the trope is still there for historical reasons. Who knows maybe it will regain that title once more if MM 11 proves to be successful enough for a revival.
Does Mega Man even count as Cash-Cow Franchise? Its sales are not as impressive as fans assume them to be.
