Should this trope be restricted to networks smuggling and hiding good guys? The Hardy Boys', The Scooby-Doo Show, Breaking Bad'' and possibly other works have featured criminals who operate a bit like the Underground Railroad, smuggling criminals out of the authorities reach. Plus, there are the rat lines that smuggled Nazis out of the Allies reach in World War II, and occasionally show up in movies about the war. They feel like they meet all of the qualifications besides being bad guys but I'm not sure if it's respectful to this trope to make it apply for villains.
