I have two examples where the hat is made of a colander instead of tin-foil. Is there an actual trope for this?

If a colander is used in these examples as a shorthand to establish the wearer as a paranoid conspiracy theorist, then they would fall under Tinfoil Hat, thanks to the Tropes Are Flexible maxim. Otherwise, e.g. if the wearers identify as Pastafarians, then I don't think we have a page for that.

Is it an inversion if a person makes a steel radiation-shielding hat?

Unless it has something to do with conspiracy theories, makeshift head covers of any material have nothing to do with this trope. You may be looking for Fantastic Radiation Shielding instead.
