Gameplay-wise, it is perfectly civil structure that almost works like a "Town Hall" -type of structure. However it does look quite menacing. Subversion?
I remember a story told to me, someone lived in a village and other villagers built one while he was offline. He came online, saw it and thought it was some hostile thing built by raiders, and so destroyed it.
