Removed this line from Sky High entry: It's not even decided by your abilities, as the criteria seems to simply be "does it look cool?"; he declares a guy who can turn into a big rock monster a "hero", but that guy is useless for the whole movie.
It does appear to be based on practical application of powers, albeit not thinking-outside-the-box. The guy who could turn into a rock monster caught and crushed a car. Just because he doesn't actually do anything during the movie (due to being a tertiary character, not a main character) doesn't mean his powers aren't strong.
