Removed this, since it refers to a different trope, namely Hydra Problem:

The Hydra of Greek mythology grows two heads for every one lost, making this Older Than Dirt. This is mocked in this webcomic, which is pretty much what Lore Sjöberg suggests.

Oppression anywhere is a threat to democracy everywhere.
