Agreed. There are already examples of prosthetic limbs that mimic human muscles (Cable from Deadpool 2, Bucky from Captain America: The Winter Soldier, Jet from Cowboy Bebop) and of androids/extensively modified cyborgs that mimic human physiques, sometimes with the deliberate intent of being mistaken for human (Batou and Kuze from Ghost in the Shell, Gemini from [[Tabletop Game/Cyberpunk Cyberpunk 2020]], Jack from Tekken.
I think it would be better to mark examples as Justified when the design serves a practical purpose, such as to help pass for human or to provide a broader range of motion, in contrast with ones that are just designed for Rule of Cool or intimidation factor.
(Also, regarding the Bubbles example, she's a metal robot with mechanical limbs underneath a myomer layer that mimics skin and facial muscles, as seen with a different android here.)

I think that Bubbles should stay. As long as the name of the trope is Mechanical Muscles, if the muscles themselves are artificially constructed, even if the simulation is pretty close to looking human, I think they should qualify.
