I've seen plenty of works with intelligent examples of TheBrute. The trope describes an entire role that TheBrute plays in the work, to other villains and to TheHero. While it does indeed look like Hazel's going to be physically very powerful, he (and even what little we've seen so far of his role) has just about nothing else in common with the trope right now.

Not every powerhouse villain turns out to be TheBrute. While he's got potential, he's not a guarantee.
