In zoruoark master of illusions, there are two scenes where the characters seem to acknowledge the "issue. Zorua dawn bends over to sniff the floor, and the first time brock looks astonished, and the second time piplup loses it. Dawn also becomes enraged.

I myself preferred the Noir example, but I guess it was changed because it wasn't obvious that she was wearing a skirt.
Lisa's underwear HAS been shown. I don't remember when. I think it was an early season. It's white if you care.
But no, I'm not asking anyone to comb through years of footage. I think it only happened once.
