Better Off Dead has a variation in the form of Johnny the Paperboy, who constantly pursues Lane throughout the movie for the $2 he owes for four weeks of newspapers, going so far as to go up a ski slope with his bike and skis to collect his money.

While this definitely fits a trope about someone going to extremes to collect their money, it doesn't fit the trope since it's not the IRS doing so.

I don't see a problem. The next closest thing is Evil Debt Collector and this collector doesn't seem like an evil person.
