Where would the harmless villain fit in Character Alignment?

Depends upon the Character Alignment scheme in question. They could fit anywhere in the scheme described on that particular page.

What about the time Drakken tried to kill Kim with a Family-Friendly Firearm ("Crush") or when he trapped her in ice ("Hidden Talent")? I know the harm he intends to inflict is Played for Laughs, but does that make him a Harmless Villain?
