I'm not at all sure about the Maxima/Jean Grey connection either, I'm afraid. The similarities seem to be that they're both redheaded psychics, and while Jean Grey is the best known Phoenix Host, Maxima was once possessed by Eclipso ... in a Crisis Crossover where Eclipso possessed over a dozen characters. I also feel saying the Phoenix Force "means well" is pushing it a bit; at least in 1992, if "Maxima is corrupted (further) by a malevolent entity" had been intended as a riff on the Phoenix it would have been entirely in keeping with how the Phoenix had mostly been portrayed at that time. (Also, it was retconned long before that that the Dark Phoenix was just the Phoenix Force taking Jean's form and the real Jean was still at the bottom of the East River, so Jean was never actually "unfairly hunted by a galactic empire".)

I pulled this:

There is no DC character called Red Rocket. The Rocket Red Brigade is a team of Russian heroes who first appeared in Justice League International during the Glasnost era, and while they had their differences with the Western heroes, the most prominent Rocket Red, Dmitri Pushkin, went on to join the League himself. There's no real similarity to Iron Man beyond "has powered armour" — in fact as someone who was assigned his armour by the Russian government, you could even make the case that Dmitri is a Virtuous Character Copy of Crimson Dynamo.

And the Rocket Red in the Supergirl story, Noi Maxsimovich Komarov, is a Hero with an F in Good, who reacts badly to being shot down over Mongolia, lashes out when the people of Ulaanbaatar (the capital city, not a village) musunderstand his attempts to warn them his armour is going to self destruct, gets talked down by Supergirl, and is last seen helping to clean up the mess he made. He's an arrogant jerk, and he sees himself as a soldier rather than a superhero, but the whole point of the story is that he's not actually a villain and everyone involved just needs to talk.
