The requirements for Dawn Spear to be recruited are wrong.
There is no time limit. I just now unlocked him at chapter 19 of the Conviction Route (1st play through).
My current karma values are >1600 morality (just now got Decimal), >1050 utility (know cause I got Flannagen by chapter 13-14, >1050 Liberty (just now reached this score.

Landroi Falkes joins your team according to some promotional material. Should we update him to "optional character"? I assume he only joins if you fight the Empire
