Try this: Anime/Puella Magi Madoka Magica — it is about a magical talking cat named Kyubey who grants wishes to an ordinary girl. The cat is trying to recuit girls who deserve to become Magic Girls and fight witches from threatening this universe. The girls need to not use the wish selfishly, but to help others.

Thanks for offering, but definitely not – the typical artstyle was much more generic, and I'm previously familiar with Puella Magi Madoka Magica, though have never watched it, so I am almost certain that isn't it.
To clarify, the anime I'm searching for can be described as strictly urban fantasy/magical realism. No epic spellcasting, fantasical cats, nor pink-haired magical girls as far as I remember.

Thanks but that's not it either. No Catholic Roman Church or religious themes I remember. It was set in the present day (early 2000s maybe) and isn't a historical genre.

its strange you said that its not historical genre in response to my suggestion, since witch hunter robin is actually urban fantasy set in the early 2000s. I only mention it in case it deserves a second look. I hope you do find what you're looking for!
@sailorminivan: I saw Witch Hunter Robin a few years ago, there's no one in it who "grants miracles/wishes". And none of the scenes mentioned ring a bell.

Still, I'm almost certain just from looking at it that it wasn't what I was looking for. I did listen to Wotch Hunter Robin's OP just in case (as I mentioned, I remember parts of the opening) and it doesn't sound like what I was looking for — the electric guitar and drums don't ring a bell. And according to @Medinoc, I probably won't be satisfied if I looked further into Witch Hunter Robin. Thank you both regardless!

This is now solved thanks to a troper who helped identify this as Someday's Dreamers, and I appreciate all who helped!
My family and I had this cd(?) of an anime with several episodes, maybe a season, when I was younger that for the life of me I cannot remember what it's called.
Here's what I remember the clearest:
The artstyle makes me think it was made after the 80's. I watched it as a child in the late 2000's, so it could have been made anytime from 1990's to before 2010? Setting-wise, I can't remember anything that would date the movie but what I do remember is that it was set in the city
The main character was a brunette young adult/older teenager who was able to "grant wishes", so she can make things others wish for come true. I put that in quotation marks because I'm not sure if that was how the anime worded it, but it's the closest I can describe it.
She befriends an older man with black hair and glasses(?) who knows of her gift and may or may not have magical abilities as well. He has a tragic backstory in which he has a Lost Lenore who died in a car accident
The overall tone of the anime was melancholic — the intro (something I remember the tune to, but obviously can't recreate to share here) had sad piano to it and many shots of characters introspective and emoting little
There was this third character of a woman with short, blonde hair and might have been cold and stoic?
I can't distinguish whether or not these were different episodes but here's what I remember in-show:
One of the first episodes featured the Main character granting a guy friend a bunch of snack bars, and since they start magically sprouting from his vest/coat, the friend reacts negatively (I'm also assuming he was being exaggerative and she didn't know better?)
One episode had her go to a club but the girl is disoriented and confused as to her surroundings?
I clearly remember a scene where the girl grabs a floating balloon from the grasps of a young boy next to his mother. But when the girl gives it back to the boy, the balloon suddenly pops and he cries. The mother then demands the girl to make her son feel better and then says something along the lines of "can't you grant wishes??"
There's this one scene where the girl is caught in the rain in a park (?) so she hides under something and finds a cat (that I think I remember being able to talk but I doubt that?)
In an episode, there's a flashback to how the guy lost his wife, which she felt cold so he (the driver) took off his jacket and gave it to her, while still driving. Another vehicle hit them in his moment of recklessness, and he cradles her in the middle of the street as she's dying/dead. I remember snowflakes falling afterwards and I think it has to do with his powers, but I could be wrong
Anyways I remember some things but none of my searches for this one specific anime had been successful in identifying it
