YMMV / Dr. Pac-Man vs. Ex-Aid & Ghost with Legend Riders

• Awesome Music: B.A.T.T.L.E G.A.M.E, an insert song collaborated by Kamen Rider Girls and Rider Chips at the final part of the climax battle.
• Broken Base:
  • The fact that Kouta Kazuraba will not be appearing untransformed in this movie - some fans are fine with this, pointing out that at least Gaim is appearing (instead of not appearing, like Double, OOO, or Fourze), and it's a good thing that he's appearing at all when there was no reason for any primary rider other than Ghost and Ex-Aid to appear in this movie, let alone 3; others are upset because Haruto Souma and Shinnosuke Tomari are appearing unmorphed^note Given that the first movie for a Kamen Rider series usually is a team up between the current rider and his predecessor, it was pretty much guaranteed that Takeru Tenkuji/Ghost would appear unmorphed; however, there was no reason to have Haruto or Shinnosuke return, since none of the previous 3 crossover movies featured more than 2 primary riders, and ask if they could get . While the revelation that he's voiced has slightly calmed the argument, there is still some debate; if they could get him to provide a voice, why couldn't they get him to make an untransformed cameo?
    • Too bad, he's not joining at all. Even Gaim's voices are from recording of past movies. Well, to be fair, Kouta appearing will make the movie end in 10 minutes...
  • To a lesser extent, the fact that Kamen Rider Double, Kamen Rider OOO, and Kamen Rider Fourze will not be appearing either, not even morphed, have also been met with this. On one hand, some point out that those 3 already worked together in the OOO/Fourze crossover movie, and they might steal the show here; on the other hand, others are pointing out that this is called Heisei generations; while it's understandable not to include any pre-Double riders (since Kuuga-Decade are considered part of the "Phase 1" Heisei shows), fans in the latter category feel that since they're getting riders who aren't from Ghost or Ex-Aid, they should try and get as many as possible.
    • This would be somewhat mitigated in the next Rider team up film where OOO and Fourze did appear, as well as Gaim with a proper appearance this time suggesting it's a matter of Legend Riders taking turns to not clutter the movie too much (plus the difficulty of getting all their actors schedules to line up). Double unfortunately still gets screwed mostly due to the impossibility of getting Phillip to return and it not really working if only one of them shows up.
  • Some viewers thought all the returning Rider's besides Ghost were overkill regardless, especially since they overshadow the side Rider's of Ghost and Ex-Aid who only appear in one minor fight midway and spend the rest of the film injured.
• Hilarious in Hindsight: In what appears to be an Author's Saving Throw to the Broken Base above, Kamen Rider Heisei Generations FINAL: Build & Ex-Aid with Legend Riders will have OOO, Fourze (apparently taking the place of Wizard and Drive) and Gaim all appear both in and out of costume.
  • Somewhat grimly funny (or ironic) when Taiga calls Alain 'an idiot, who fought too hard' after the latter overstrained himself in fight with Zaizen's troops. Now guess who is a hypocrite? As it would turn out later, Taiga is as prone to this as Alain is. Till the lights go out. Till my legs give out indeed.
• Unexpected Character:
  • In case we haven't emphasized this enough; the main threat this time is Dr. Pacman. Yes, that's right, PAC-MAN is playing the role of a Kamen Rider villain!
  • To a lesser extent, this also applies to Wizard, Gaim, and Drive - traditionally, the first movie for a Kamen Rider series will feature a team-up between the rider from the series the movie is for and the previous rider (I.E., the first Drive movie had Gaim make an appearance, while the first Gaim movie had Wizard make an appearance). Here, however, we have the 5 most recent riders.
    • This would seem to be a throw back to the earlier "Movie Wars" Rider team up films which while heavily focused on the current and last season Rider would also try to get in Riders from the few previous shows as well but they would not get nearly as much focus and mostly hold the line while the most recent Riders actually fought the final battle. For example Double (notably the last appearance of Phillip before his actor became a superstar and impossible to bring back) appeared in Fourze and OO Os film, and Double, Accel, OOO and Birth showed up in Fourze and Wizard's.
