The bacteria can only thrive in the cold
  • Not likely. If the post-credits part means anything, they emerged the following December in a reverse-hibernation, after the warmer seasons.

The people who compiled the recordings are the reason why the bacteria haven't conquered the world

The victims will be resurrected by Shenron
  • Dr. Chandra mentions one of his colleagues is Doctor Gero, so it's possible that other DBZ elements exist. Bulma will come up with a cure, the Z-Fighters will vaporize the bacteria, and a wish will bring everyone back.

Galaxy Detective will return

The bacteria is connected to the Great Intelligence.
  • The bacteria is actually the remnant of the telepathic snow used by the Great Intelligence in 1893, which the scientists somehow recovered. Cut off from the rest of the Intelligence, the bacteria gradually developed into its own distinct entity.

To that end...

The bacteria was eventually stopped by the Doctor.
  • Specifically the Fifth Doctor since he was the incumbent Doctor in 1983 (and Fifth Doctor stories always did tend to have high body counts). Though he was too late to save the people of Fawn Circle, he did uncover the bacteria and learn about its true nature before neutralizing it with some Technobabble solution. The videos we watched were actually assembled by the Doctor over the course of his investigation, which he later handed over to local officials as a way to warn people in case the bacteria ever returned.

The bacteria were ultimately defeated by The Lightbringer
  • That's right, in 1986, The Lightbringer flew in on his magic flying fedora and showed those snow bacteria what's what by running at the camera real fast, unfortunately too late to save the towns of Brockway, Ogdenville, and North Haverbrook.
