Andrei is not the resident of the room Team Timbers found him in.
He's one of the things stored there. The actual resident of the room wasn't revealed in the episode that introduced Andrei. Masterson has one green and one red eye, just like residents of the Wayne who start to Go Mad from the Revelation.
He's a "Norman" (as Saraline calls them) who has gone into the final stage of seeing Wayne Phenomena. The Spy in Apartment 8I must find his failed Weirdness Censor useful, somehow. Flowershirt is actually Prismal.
Evidence to back this up: Flowershirt was Put on a Bus at the end of the first season, and Prismal coincidentally appeared not long after in the second season premiere. This would probably mean that his Dumb Muscle persona as "Flowershirt" was faked so he could keep an eye on both the Spy and Masterson's progress without being noticed. In addition, as seen in the pilot, "Flowershirt" has an electrified gauntlet on his right hand, which is coincidentally the same arm that got destroyed when he attempted to steal the Arcsine's powers in the past.
