The Outer Princess Fighters would have been Brainwashed and Crazy Psycho Rangers.
The script mentioned that Queen Beryl had already seized the Jewels of Power from Saturn, Uranus, Neptune, and Pluto. If their Princess Fighters hadn't simply lost their powers, it's probable that Beryl would have mind-controlled them into becoming her elite soldiers.

Their presence among her ranks would be foreshadowed all throughout the show, but they wouldn't be fully shown until the finale, when Beryl has no other choice but to deploy them. Each of the Outers would be presented as a counterpart to the Inners (Mercury vs. Saturn, Venus vs. Uranus, Mars vs. Neptune, Jupiter vs. Pluto), with Beryl herself directly opposing Sailor Moon.

At the very end, the Outers would finally be rescued, possibly joining Sailor Moon's team.

Darian didn't survive the assault on the Moon; Tuxedo Mask was his ghost.
Sailor Moon can sense that it's him, but she also realizes how unlikely it is that anyone who stayed behind in the citadel made it out alive. Naturally, she's rather conflicted about Tuxedo Mask—especially since he never sticks around for questioning.

The reveal might come in or not long after an episode focused on the nature of spirits in this continuity. It may have further led to a melancholy conclusion to Tuxedo Mask's arc (resurrection may have worked differently here or simply not been possible; either way, the writers probably wouldn't have wanted to blunt the emotional impact).

What if Chibiusa was in the show?
If this show put Chibiusa in it, she would be "Victoria"'s little sister instead of her future daughter. Thus, Chibiusa would be called 'Tori' and would have kept the Tagalong Kid role from the anime — which is practically perfect for a show like this and gives the younger viewers someone to look up to.

Why Luna is white
Luna was made white because the creators didn't want to market a black cat to young children, since children tend to believe that black cats are unlucky thanks to superstitions - keep in mind this was a couple years before Sabrina the Teenage Witch premiered.

Since the Outer Senshi had yet to even appear, the Shitennou would have been used in their place.
They would have been the four princes of the outer planets, who'd been kidnapped and brainwashed by Queen Beryl. They would come to Earth to spy on the Princess Warriors, disguised as students from the boy's school.

Eventually, they would be freed from their brainwashing. They would become "Prince Warriors" and would continue to fight Beryl in outer space, becoming reoccurring allies to the girls.

The series/season finale would have Queen Beryl come to earth.
We would see Beryl and the Princess Warriors in live-action instead of animation.

Naru/Molly's equivalent would have been Victoria's roommate.
She would be a comic-relief character, like Bulk and Skull.

Sailor Jupiter would have been The Smart Guy of the Princess Warriors instead of Mercury
Admittedly, there isn't much to go for this WMG aside from her "Statistically speaking..." bit in the pilot (and it was mostly about meeting cute boys anyway), but it sounds like a stereotypically 'smart person' thing that wouldn't be out of place in cheesy kid shows in the era. And with Mercury becoming a more spunky character in the pilot, it seems odd to have the role of the brains of the team be vacant.
