The Seamen don't actually cannibalize each other.

It is revealed by Seaman near the end of the game that Seaman is the son of an Egyptian Pharaoh, transformed into a fish by the god Thoth and that he must keep evolving to reunite with his lost love. The Gillmen and Tadmen aren't actually sucking each others' blood, they're reintegrating to eventually become a single entity once more.
