Miguel Ramos exists within the book-verse and was involved in the email leak.

Richards was responsible for having the leak happen but hired Miguel to do the dirty work; Miguel wasn't exposed as involved because of the scandal falling on Richards. As for why Miguel didn't come up in the book's plot? That's because his dynamic with Alex is different; instead of being someone Alex had a tryst with, Miguel was an "unusually friendly" reporter who felt entitled to Alex's affection because he was one of the first to report on the First Son and because he kept flirting with Alex, who was uncomfortable with said flirting even beyond believing himself to be straight but because it never went further, Alex didn't think Miguel was relevant and thus the book's plot doesn't consider him relevant either.
