Franklin goes to a second pocket dimension.
The heroes Franklin encounters are not the Heroes Reborn heroes, but are the heroes of a newly created pocket dimension. This is evident by the different backstories and the different color ball Franklin is holding.- I'm pretty sure that's indeed canon, given some of those heroes were the same Avengers from the main Marvel universe and his family, yet here, they're separate people.
