Amanda Waller had been acting real out of character lately. She’s super psychotic now, e.g. willing to kill a million people with murder drones to get rid of a virus. What I think is that the real Waller is still on Earth 3, and her counterpart from that universe has swapped places with her.- Jossed since it's confirmed that Waller came back from Earth-3.
