Warden Zanti is a shapeshifter too.

The alien prison administrator appears completely different in the first and second films, which only makes sense if Zanti is another member of Ug and Lee's species. True, neither of Zanti's forms looks as humanoid as the bounty hunters', but there's no reason to assume the hunters' kind have to adopt a two-arms-two-legs-one-head upright body plan; it could just be a convenient design that meets their needs. Indeed, Zanti may have chosen Ug and Lee for the initial mission because, out of all available shapeshifting trackers, those two had a particular preference for, and experience with, shapes that resembled the inhabitants of the planet to which the escaped Crites had been tracked.
