Besides voicing Bullwinkle, Keith Scott voices the narrator, the RBTV announcer, and the animated versions of Fearless Leader and Boris Badenov.
June Foray voices Rocky, the narrator's mother, and the animated version of Natasha Fatale.
Jonathan Winters plays the Whoppa Chopper Pilot, an Ohio state trooper, as well as Old Jeb.
Dian Bachar appears as a RBTV studio technician as well as a scientist.
Ashcan Copy: The film was made quickly so that Universal could hold on to the film rights to Jay Ward's Rocky and Bullwinkle franchise (Disney had the George of the Jungle film license and had released their film several years earlier). After this film and the earlier Dudley Do-Right movie flopped, Universal just gave up. They would eventually reobtain the rights to Rocky and Bullwinkle and its spinoffs when they purchased co-copyright holders (with the Jay Ward estate) DreamWorks Animation with their DreamWorks Classics/Classic Media division in 2016, but would lose them again in 2022 when the Ward estate partnered with WildBrain.
Box Office Bomb: With a budget of $76 million ($98.6 million when marketing costs are counted), and a gross of $35 million, the film holds the dubious honor of being the most expensive animated/live-action hybrid box office failure of all time.
Creator Killer: This movie's nuclear failure cancelled the cinematic career of director Des McAnuff, who has not had another major-league film that was released in a movie theater past this.
Creator's Oddball: Credited screenwriter Kenneth Lonergan is mostly known for writing (and occasionally directing) serious drama films. This is his only credit on a purely comedic live-action film.note He was credited as co-writer on Analyze This the previous year, but wrote a more serious crime drama that was rewritten into a comedy by Harold Ramis. And much earlier than that, Lonergan wrote a couple of episodes of Doug.
Fake American: Keith Scott, who provides the voice of Bullwinkle in the film, is actually Australian.
Fake Nationality: Sterling, Illinois-born American actor Rod Biermann plays the Swedish Ole.
Fake Russian: Fearless Leader, Boris, and Natasha are all played by Americans, sporting Russian-esque accents.
Franchise Killer: The one-two punch of this movie and its predecessor Dudley Do-Right froze the Jay Ward franchise dead in its tracks for 14 years until the Mr. Peabody and Sherman spinoff that was meant to be made got followed up on by DreamWorks Animation in 2014. While THAT film also flopped and was part of a string that led to DWA getting bought up by these movies' distributor Universal minus their founder Jeffrey Katzenberg note who had already attempted to get Rocky and Bullwinkle into Disney in the late 80's/early 90's, but Disney only distributed the show through Walt Disney Home Video subsidiary Buena Vista Home Video , it still led to the creation of a Mr. Peabody and Sherman show on Netflix, followed eventually by a new show for the main Rocky and Bullwinkle franchise on Amazon Prime. Dudley Do-Right, however, has essentially been relegated to being a small part of DreamWorks Classics.
Money, Dear Boy: Robert De Niro publicly admitted that he did this movie sorely for the money.
The Other Darrin: Interesting case in this movie. Yes, Robert De Niro played Fearless Leader, Jason Alexander played Boris, and Rene Russo played Natasha, but when in their original, cartoon form, Keith Scott voices both Fearless Leader and Boris, and June Foray voices Natasha (the latter a Role Reprise from the original series, to add to the convolution).
Promoted Fanboy: Keith Scott is a huge fan of Jay Ward's work (but despite the surname, not a relative of Bill Scott). He got to voice Bullwinkle, the narrator and the cartoon versions of Boris and Fearless Leader in the movie.note For those of you keeping score at home, he also got to narrate George of the Jungle. He even wrote a book (The Moose That Roared) on Jay Ward, his staff and their work. It's well worth seeking out.
Real-Life Relative: Director Des McAnuff's daughter Julia plays the younger Karen Sympathy.
Role Reprise: June Foray returns to play Rocky, and also the cartoon version of Natasha.
Star-Derailing Role: Served as this for Jason Alexander and Rene Russo, who played the Boris and Natasha duo. This was part of a string of critical/financial flops for Alexander, and Russo appeared in several more bombs before abruptly retiring from acting in 2005, and she would not return until playing Thor's mother Frigga in the Marvel Cinematic Universe.
The Other Darrin: No one from the 2014 short film got to reprise their roles (though Tom Kenny did play a minor character in this series), but this was absolutely necessary for Rocky, thanks to the death of June Foray. (He's now played by Tara Strong.)
