Doofenshmirtz turns himself in to OWCA, claiming to have had an epiphany and given up evil. Meanwhile, Phineas and Ferb are turned into babies by Doofenshmirtz's inator (after it was accidentally fired by Norm) while Candace is in charge.

Tropes:

  • Baby Morph Episode: For Phineas and Ferb, as they're stuck like troublesome tykes following the Babe-inator hitting them, with Candace needing to watch over them.
  • Badly Battered Babysitter: Candace, having to watch over baby Phineas and Ferb.
  • Bait-and-Switch: The Babe-inator does not attract, or create, babes, rather it turns people into babies.
  • Breaking the Fourth Wall:
    Candace: This had better wear off before the next episode.
  • Exact Words: Dr. Diminutive decides to honor Doof's request of letting him, Perry, and Gnewton the Gnu go... from thirty stories up. Lampshaded by Doof.
    Doofenshmirtz: Just for the record, that's not exactly what I meant.
    Dr. Diminutive: Yeah, I know.
  • Failed a Spot Check: Doofenshmirtz somehow failed to notice that his Babe-inator wasn't plugged in, something Norm took notice of instantly when doing some cleaning around Doofenshmirtz Evil Inc.
  • Fountain of Youth: Doofenshmirtz's inator for the day, the "Babe-inator" zaps people and regresses them into their younger selves.
  • Gainax Ending: The episode ends with everyone but Candace being turned into babies. This prompts her to lampshade the Ironic Echo from the start of the episode, and then outright talk to the camera that this'd better not stick.
  • Heel–Face Turn: Subverted. Doofenshmirtz fails to use his inator (even though it just wasn't plugged in) and decides that he's bad at doing evil. However, he goes back to evil at the end of the episode after failing to be any good at being good.
  • Hologram: Dr. Diminutive uses one to fake out Doof and Perry.
  • Innocently Insensitive: Doofenshmirtz making jokes about animals at OWCA, where all of the employees are animals.
  • Insistent Terminology: Dr. Diminutive makes "-erators" instead of "-inators".
  • Kazoos Mean Silliness: The song has a kazoo solo in the middle.
  • Long List: Since Candace is put in charge, she has made a list of ground rules:
  • Loophole Abuse: Monogram lets Doofenshmirtz work as an OWCA agent since he was raised by wild ocelots and is therefore legally an ocelot.
  • No Ending: Candace's subplot ultimately goes unresolved, outside of her complaining that she's more than learned her lesson and that the effects of the Babe-inator had better wear off before the next episode.
  • Practically Different Generations: Candace and Baby Phineas and Ferb. When Candace walks through the park with them, she tells everyone at the park that they are siblings, likely to make sure that no one mistakes her for a teen mom.
  • Shout-Out: Monogram tells Carl to wash his car and convinces him by saying he’ll learn karate by waxing it.
  • Wax On, Wax Off: Major Monogram asks Carl to wash his car, suggesting a little wax-on, wax-off would do him some good, and teach him karate.
    Carl: No, it won't!
  • What Does This Button Do?: Doof is way too eager to learn what the buttons in Perry's hovercar do. He pushes a button and activates a rocket accidentally blowing up Major Monogram's car.
  • Wire Dilemma: Discussed by Phineas and Ferb.
    Phineas: So what you're saying is that we should never cut the red wire first?
