An explosion at an event alters Parsons' perspective on Gibbs and the team; DiNozzo and McGee investigate the case as civilians.
- Bait-and-Switch: DiNozzo warns McGee over the phone that he's being targeted. After McGee hangs up, he sees a suspicious vehicle approaching him. Walking away from it, another one screeches in front of him, revealing Fornell.
- Blackmail: Captain Wayne received photos of his infidelity, forcing him to order Lt. McBride back to the US.
- Come with Me If You Want to Live: Parsons saves Gibbs from the terrorists.
- Forged Message: McGee writes a letter in McBride's handwriting, making it seem like the deceased wrote to his wife to not worry just before he died. Gibbs and Fornell use the forged letter to get Wayne to confess.
- Fun with Acronyms: The episode's title reads "WTF" in NATO Phonetic Alphabet.
- Heel–Face Turn: Parsons is now working with Gibbs.
- Improvised Weapon: Ducky knocks out an intruder with a metal bowl.
- Speak in Unison: Tim and Tony say to Parsons, "I want my badge back."
