The Ranger teens hang out at Angel Grove Lake, where Rocky is working as a lifeguard. Lord Zedd is inspired by a young boy named Dougie's fear of monsters in the water, and recreates some of his (and Rita's) more sinister water-based monsters. Slippery Shark, Piranhtishead, Toxic Goofish, and Commander Crayfish are reborn to wreak havoc. Even if the Rangers manage to defeat these monsters again, can they stop Zedd's newest creation, Tube Monster, the white & blue striped innertube-based monstrosity? And can Dougie overcome his fears to save Bulk & Skull's lives?

Tropes

  • Adults Are Useless: Downplayed; Steve, Rocky's fellow lifeguard, didn't even notice Bulk and Skull's predicament until Dougie had mostly pulled them to shore because he was too busy helping a little girl apply sunblock.
  • Big Damn Hero: Dougie saved Bulk and Skull from drowning.
  • Continuity Nod: Billy mentions how he used to be afraid of the water.
  • Crying Wolf: Once again, Bulk and Skull try to fake a monster attack.
  • Irony: After the Rangers defeated the monsters, Zedd has had enough with fish. But when he asked what's for lunch, Goldar said... fish.
  • Kid Hero: Dougie was able to conquer his fear of the water and save Bulk and Skull from drowning.
  • Palette Swap: The Tube Monster is clearly Pipebrain repainted, though this was also in Dairanger where the Tube Monster's counterpart was the last enemy shown being defeated by the Dairangers' grandchildren. For bonus points, he's even voiced by Pipebrain's voice actor, Brad Orchard.
  • Sudden Name Change: Aside from Goofish, all of the previous fish monsters' names have been changed since their last outings:
    • Slippery Shark —> Shark Monster
    • Commander Crayfish —> Cruel Crayfish
    • Pirantishead —> Pirahna
  • Shark Fin of Doom: Invoked with Bulk and Skull's disguises; they hope that the Power Rangers will hear the commotion and investigate. Too bad Skull put his helmet on the wrong way. Averted surprisingly by Slippery Shark, who doesn't use his Tunnel King ability once during this outing.
  • Stock Footage: Of the scuba-diving Rangers recycled from "Something Fishy" (and also reused in "Zedd Waves"). While in those episodes it was Jason, Trini, and Zack; here it's Tommy, Kimberly, and Adam.
  • Uncleanliness Is Next to Ungodliness: Aisha remarks that the four fish monsters stink pretty bad.
  • Villain Decay and The Worf Effect: The four sea monsters gave the Rangers quite a bit of trouble the first time around; here, Tommy crushes them all by himself. To put into perspective:
    • Goofish was able to make Billy almost wet himself in fear due to his ichthyophobia (with Rita amplifying his terror levels) but couldn't this time due to Billy having since conquered his fear.
    • Slippery Shark was able to break Jason and Tommy's camaraderie with a spell and almost defeated the two strongest rangers on the team at the time, but for whatever reason didn't even try to use that ability here.
    • Commander Crayfish had a full squad of Mutant Rangers backing him up last time and was able to put up a decent struggle against Jason by himself but has none of that advantage here even with the other monsters helping him.
    • Pirantishead has the biggest one of all. He was the first monster that Zedd created and was able to turn the Dinozords on the Rangers for a good while which forced the team to acquire the Thunderzords in order to stand a chance.
